Terran Orbital is seeking an experienced Director, Bids & Proposals to join our growing team. Reporting to the SVP, Business Development, the Director, Bids & Proposals will implement a standardized, efficient proposal process while leading a team of proposal managers, proposal pricing analysts, and proposal writers while generating compliant, winning proposals as efficiently and effectively as possible. The Director, Bids & Proposals may lead the most strategically essential proposal efforts as determined by Terran Orbital's executive leadership.
This position will be onsite in Irvine, CA. Must be able to travel 25%.

Terran Orbital is seeking an experienced Director, Bids & Proposals to join our growing team. The Director, Bids & Proposals may lead the most strategically essential proposal efforts as determined by Terran Orbital's executive leadership.

Key Duties and Responsibilities
- Own and be accountable for the entire bids and proposals process including receipt of RFI/RFP, SOW requirements review, assigning internal resources, managing internal resources, ensuring stakeholder input deadlines are met, establishing gated reviews, and full ownership of this process.
- Develop, review, and refine proposal processes and run proposal team operations effectively.
- Deliver compliant, professionally produced proposals within customer-defined timeframes.
- Coordinate, review, and edit proposal input from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, operations, legal, and engineering.
- Communicate proposal requirements and status to senior management.
- Monitor client response times and ensure that responses meet requirements.
- Review proposals for compliance with company policies and industry standards.
- Evaluate proposals based on their impact on the company's bottom line.
- Provide feedback to proposal writers on how to improve their proposals.
- Coordinate with outside vendors to create proposals that meet the client's unique requirements.
- Write, edit, and rewrite efforts and develop graphic concepts.
- Write proposal narrative and leverage and re-use current proposal boilerplate information.
- Maintain re-use libraries and ensure the accuracy of current information.
- Document lessons learned and actions to improve the process and attain higher success rates.
- Understand every aspect of a business opportunity, including the scope of the project, how many resources will be needed, the impact on schedules, competitive pricing, and budget concerns.
- Provide key inputs for Bids & Proposal gate reviews and Bid Decision Reviews (BDRs).
- Assist in the review and development of Contracts, Agreements, and Intellectual Property (IP) documents.
Requirements
- 10+ years of relevant experience in business development, proposal management, capture management, engineering, or program management.
- 4 years of management experience.
- Fluent in partnering, teaming agreements, and color teams.
- Experience as book boss, proposal manager, and capture manager.
- Experience as a sales representative or member of a capture team.
- Experience with implementing and streamlining Shipley processes.
- U.S. citizenship with ability to obtain and maintain DoD security clearance.
Additional Differentiators
- Strong understanding of satellites, space sensors, and ground systems used for space assets.
- PMP certification and DoD acquisition experience.
- Experience developing and executing proposal strategies to win greater than $50M in new business.
- Experience working in a distributed, matrixed environment, able to influence senior leaders and engage employees that are not in a direct reporting structure.
- Practical experience with the various contracting tools and associated regulations employed by DoD to acquire non-traditional solutions which feature emerging commercial technologies.
- Strong understanding of the Aerospace Industry and IC/DOD acquisitions with a working knowledge of contract types and FAR/DFARS.
- Must be a good delegator and multi-tasker experienced in managing multi-disciplined teams.
- Ability to coach proposal teams in persuasive writing and proposal best practice.
- Proposal automation software (or similar) experience.
