Position Description
General Summary
The Office of Management and Budget seeks an experienced budget and finance professional to lead a team through a budget process that is evidence- and outcomes-based. The Director of Budget and Performance will work with other relevant County stakeholders to work through a robust annual budgeting process, a multiyear financial forecast, a set of verifiable performance metrics on program outputs and outcomes for a portfolio of departments.
Duties & Responsibilities
  • Oversees the preparation of annual budgets and spending forecasts with Harris County departments
  • Establish effective working relationships with departments and the staff of elected officials
  • Develop an effective presentation of outcomes to drive decision-making and resource allocations
  • Gather inputs on budgets and performance metrics from the public and independent experts
  • Prepare narratives describing the budget process and recommendations for use the annual budget documents of the Harris County General Fund and the annual budgets of other relevant agencies
  • Prepare and review reports to inform Commissioners Courts of spending vs. budget and progress on performance metrics
  • Review department spending requests for consistency with the allocations and the goals of the approved budget
  • Manage the team tasked with research and implementing best practices for outcome-based budgeting
  • Other duties as-assigned and as-needed to support the operations of the Budget Management Department.

Requirements

Education & Experience
  • Bachelor's degree from an accredited university in Economics, Finance, Business Administration, Public Administration, or a closely related field.
  • A minimum of 6 years of relevant supervisory experience

Knowledge, Skills and Abilities
  • Excellent communication skills, including presentation, grammar, and writing skills.
  • Advanced skills in the use of Microsoft Excel and other computer-based data information systems.
  • Ability to advise department leadership on budget matters and represent the department at high level meetings and budget hearings.
  • Ability to lead budget processes, including budget planning, control, forecasting, preparation and publishing.
  • Ability to conduct complex and sensitive budget and management studies and special assignments, analyze findings and make effective recommendations.
  • Ability to provide direction and leadership to project team members.
  • Ability to work well with the public, County personnel, and external organizations to establish cooperative and effective working relationships.
  • Ability to act as a technical expert on specific countywide budget areas.

General Information
Position Type and Typical Hours of Work
  • This is a full-time position with the typical work hours of Monday - Friday from 8 AM to 5 PM. Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Work Environment
  • This position is based in an office environment. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

Physical Demands
  • This is largely a sedentary role. This would require the ability to lift files up to 10 pounds, open filing cabinets and bend or stand as necessary.

  • Reports To Position: Deputy Director, Expenditures
  • Supervises Positions: Budget Analyst I, Budget Analyst III
