Description
The Director, Budget (Treasury) position will report to the Treasurer, with responsibility over all treasury operations including investments, debt management, and capital structure. This role requires overseeing and managing Metro staff and consultants, as well as collaborating with other departments throughout the agency. Additionally, the role will be responsible for developing and evaluating financial models to support strategic initiatives and resource assessment. Directs the planning and managing of Metro-wide Operating Budget programs; provides analysis of program development and implementation, evaluates outcomes and incorporates any required changes, and provides expertise to staff and agency management.

- Oversees the development of an integrated comprehensive revenue and fund management system
- Manages Metro's multi-billion-dollar annual operating budget process, including budgeting assumptions, training, analysis of budget submittals, and final presentation materials to Board of Directors
- Performs analysis of Metro obligations to outside entities
- Determines financial capacity of Metro resources to support both short- and long-term objectives
- Directs development of complex financial analysis models and provides financial impacts to agency management
- Oversees financial technical modeling for the Business Planning process review with executive officers
- Oversees coordination of annual budget to the Long-Range Plan
- Develops, implements, and oversees compliance with Metro-wide policies, standards and systems for ensuring accountability for budget performance

- Develops cost center goals, policies, procedures, processes, and budget
- Writes and supports development of procedures relating to program responsibilities
- Represents Finance at meetings, task force, conferences, and public events
- Utilizes technology to oversee financial and personnel usage controls
- Provides internal consulting to staff in areas of expertise
- Supervises, trains, mentors, and motivates assigned staff
