The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill the Director position for the Bureau of Prevention Treatment and Recovery (BPTR). Position Summary
As the BPTR Director, you will serve as the designated state mental health and substance use treatment authority responsible for the direction of public mental health and substance use services and supports in Wisconsin. This responsibility includes working to ensure that people who suffer from substance use and their families can obtain treatment, prevention, harm reduction supports, early intervention and follow-up support in the most accessible and cost-effective way. BPTR provides technical assistance and consultation to assist in the development of quality services that are directed by wishes and preferences of families and consumers. The bureau's activities are designed to promote positive attitudes about the people served and their abilities and potential.
In your role as the state mental health authority, an emphasis is placed on serving adults with severe and persistent mental illnesses and children with severe emotional disturbance. Recognizing that Wisconsin's public substance use and mental health systems are based on local control-BPTR carries out its mission through collaboration with counties, tribal nations, providers, consumers, and their families.

Salary Information
The starting pay is between $56.00 and $58.13 per hour ($116,400 and $120,900 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.
Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. The position is classified as a Health Services Manager and is in pay schedule and range 81/01.

- Setting policies, program direction, and standards and developing funding mechanisms that foster the adoption and implementation of evidence-based substance use and mental health service approaches.
- Long and short-term planning, evaluation, and data collection, as well as program oversight and monitoring.
- Collaborating with and educating elected officials and other state and federal agencies about the needs of the people supported within the behavioral health systems so they may in turn develop funding streams, policy directions, and service programs that assist consumers to lead satisfying lives in the least restrictive settings within their home communities.
- Representing Wisconsin's substance use and mental health systems within the Department, the state, on a national level, and with the media.
- Overseeing staff, the operating budget, strategic planning efforts, and state annual and biennial budget processes.

Job Details
- All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
- To work remotely, employees must have access to both a private workspace and secure high-speed internet.
- Mileage reimbursement to the employee's headquarter location is not provided.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications
Minimally qualified applicants will have all of the following:
- Experience supervising staff in a mental health, substance use, or human services-related field (e.g., conducting performance evaluations, reviewing and assigning work, hiring, mentoring, administering discipline etc.).
- Experience in contract administration or grant oversight (e.g., developing grant agreements or contracts, monitoring performance and compliance, providing fiscal oversight, measuring outcome, administering corrective action, etc.).
- Experience with program management or administration of mental health or substance use programs, such as harm reduction, prevention, intervention, and treatment.
- Experience using data in decision making processes and program evaluation.
- Experience aligning programs with state statute and federal requirements, including administrative rules and funding systems, that impact Wisconsin's substance use and mental health systems.
- Experience supervising subordinate supervisors or managers.
- Experience analyzing and evaluating operational or organizational programs for effectiveness and implementing process improvement initiatives as needed.
- A bachelor's degree or higher in a heath or human services related field.
