Description
Hennepin County is seeking a Director for the Department of Community Corrections and Rehabilitation (DOCCR). The Director will provide strategic leadership, operational accountability, and oversight for the second largest department in the county. Areas under the scope of this position include Institutions and Re-Entry Services, Operations and Innovation Services, and Field Services. The ideal candidate will demonstrate tenacity, resilience and managerial courage to reduce systemic disparities, improve client and community outcomes, and address the well-being of staff.
This leader is responsible for working collaboratively with the Law, Safety and Justice line of business and external partners to uphold the mission and values of Hennepin County and the department's mission to enhance community safety, promote community restoration and reduce the risk of re-offense. This position reports to the Assistant County Administrator of Law, Safety and Justice.

Location and hours:
This position is hybrid. Work will be performed both on-site at the Government Center in downtown Minneapolis, other locations throughout Hennepin County, and remotely, as job duties require. Based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
  • Provide strategic leadership direction for planning and implementation of DOCCR programs, operations, and services.
  • Oversee, monitor, and evaluate program performance and identify opportunities to realize quality improvement and efficiency.
  • Provide strategic leadership towards reducing systemic disparities, addressing the impacts of structural and institutional racism, applying diversity, equity, and inclusion best practices in collaboration with staff, partners, and those we serve.
  • Establish and develop innovative approaches, using evidence-based practices, to optimize successful outcomes in client populations.
  • Oversee financial management, business strategy planning, and overall resource management of the department.
  • Develop collaborative partnerships with community providers and system stakeholders.
  • Foster a culture of integrity, cultivate a work environment where ideas are shared, promote opportunities for continuous improvement, and create meaningful feedback loops.
  • Provide leadership that embodies the county's core values and core values behaviors: People first, Stewardship, Integrity, Equity, and Innovation. Review the five and the core values behaviors
  • Advise the Assistant County Administrator, Law, Safety and Justice directors, and justice partners to ensure a coordinated approach to county objectives and programs.

Need to have:

  • One of the following:
    • Eleven or more years of management or administration experience.
    • Bachelor's degree or higher in a related field and seven or more years of management or administrative experience.

    • Researching issues and recommending changes and improvements that incorporate evidence-based, trauma-informed, culturally responsive, person-centered, and data-driven practices.
    • Strategically managing budgets to align with the organization's fiscal frameworks and targets.
  • Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism, and the ability to successfully apply diversity, equity, and inclusion best practices to reduce disparities. This looks like:
    • Leading an environment where team members follow a holistic and responsive approach for service delivery, specifically with marginalized communities.
    • Working understanding of cultural differences and the impacts of culture on service effectiveness, organizational effectiveness, and effective relationships with staff, partners, and those we serve.
  • Ability to:
    • Communicate and effectively engage with community members, system partners, and employees at all levels of the organization.
    • Execute the principles of effective and inclusive change management.
    • Assess trends and potential impacts to anticipate and plan for future organization needs.
  • Knowledge of federal, state, and local laws and regulations, rules and requirements related to compliance, including data and records management, Health Insurance Portability and Accountability Act (HIPAA), and other privacy laws.
