Position Title: Director for Student Services

Salary:$120,000 - $140,000 / Commensurate with duties and experience

Summary:
The Director for Student Services is respoinsible for ensuring that students with disabilities receive a Free Appropriate Public Education (FAPE) in accordance with state and federal rules and regulations in his/her assigned schools. This individual is a direct extension for the Superintendent in evaluating the curriculum, teaching, and services being provided to all students with and IEP and/or 504. The Director for Student Services directs the planning, development, organization, management, direction and implementation of all aspects for the Student Services for the district. The Director for Student Services assures that the district is in compliance with all laws, codes, and regulations relative to special education programing and services, evaluates assigned personnel, and provides training and support to staff to meet the goals of the students and the district.

Qualifications:
  • Master's Degree or higher in educator, Special Education
  • General Administrative Endorsement
  • Director for Special Education Endorsement
  • Professional Educator License
  • Experience working in a similar position in public education strongly preferred

Responsibilities:
  • Oversee the administration/coordination of the districts' special education and Section 504 services and outplaced students to ensure continuity and alignment with district goals and federal/state laws.
  • Evaluates student progress toward IEP goals and objectives by means of teacher/paraprofessional collected data and encourages parental involvement in students' education and ensures effective communication with students and parents.
  • Ensures goals and objectives as defined within a student's IEP are developed to meet the needs of the student.
  • Organizes and maintains a system for accurate and complete record-keeping and reporting for all student activities, attendance and records as required by law. Establishes and maintains procedures for record keeping and coordinate placement of eligible pupils in special education classes from admission to dismissal.
  • Articulate and implement a clear vision for moving special education students on a service continuum from the least restrictive environment (LRE) to inclusion in regular education classes.
  • Review federal and state legislation/regulations related to special education; identify and share the impact of changes on the district and recommend appropriate revisions of procedures and programing.
  • Collaborate with building principals and other administrators in the determination of types of instructional programs needed by the schools and make appropriate recommendations based on students' needs.
  • Work collaboratively with the Director for Curriculum and Instruction on all learning initiatives.
  • Provides activities which facilitate the professional growth of the school staff and enhance the quality of programming, and encourages staff to continue to grow professionally and to experiment with new approaches or strategies to meeting student needs.
  • Assist in planning and implementing services that support alignment of learning standards with effective special education teaching practices.
  • Develop, monitor, and administer the budget and grants for all special education programs and services.
  • In partnership with school administrators and the Business Department assist in recruiting, hiring, training, supervising and evaluating special education staff.
  • Facilitate and/or participate in all matters of dispute resolution with the Illinois State Board of Education and the Office for Civil Rights pertaining to students with disabilities; manage mediation and due process procedures.
  • Establish effective partnerships with the various offices and agencies within the community that may provide specialized or professional help to students and their parents, and serve as the referral agent to these agencies.
  • Coordinate the system for case studies for students including the screening, referral, identification, diagnosis, multidisciplinary staffing, and follow-up of students Pre-K through 12th.
  • Coordinate transportation services for specialized programs.
  • Prepare and manage special education pre-bills and final bills. Monitor special education billing from out of district placements.
  • Coordinate homebound tutoring services.
  • Oversees McKinney - Vento.
  • Oversees Special Education Grants.
  • Serves as Title IX Coordinator.
  • Assumes other responsibilities as specified by the Superintendent.


Supervisory Responsibilities:
The Director for Student Services will supervise and directly evaluate and/or assist in the evaluation of Special Education Coordinators, Special Education Certified Staff and Special Education Classified Staff.
