Job Description:
This Position is Responsible For:

Oversees and defines processes related to the design, maintenance and administration of employee benefits for both administrative and represented employees, including medical, dental, vision, life, AD&D, short-term and long-term disability, employee assistance program, and supplemental insurances. Ensures that programs are cost effective and makes recommendations for new benefit policies and programs. Approves effective employee communication strategies;
Build corporate relationships with third party vendors and consultants. Serves as liaison between insurance carriers & benefit vendors and employees to intervene upon request to resolve policy issues;
Defines COTA's Compensation philosophy & structure. Manages job evaluation, compensation analyses and surveys. Safeguards the integrity & continuity of COTA's Job Analysis process and organizational design, ensuring proper utilization of internal tools and procedures for the development, review and unbiased evaluation of positions; Oversees and collaborates with Total Rewards team members;
Leads the annual pay review process, including benchmarking and merit increase recommendations;
Researches, proposes & drives enhancements and updates to HRIS system to facilitate improved & automated processing of data; and provide team members with greater opportunities for benefits self-service enrollments & changes;
Directs processes and procedures for special exams, return to work exams, ADA accommodations, fitness for duty, possible medically disqualifying conditions, etc. Determines individuals who may need to be written out of service;
Oversees COTA's leave programs, salary continuation and FMLA. Ensures that processes and procedures are followed in a timely manner and according to federal law requirements and collective bargaining agreements;
Leads COTA's Wellbeing Program and strategy to create a positive culture of health and wellbeing for COTA's employees, including the coordination of annual biometric wellness screenings;
Provides benefits training and creates employee communications to help employees understand benefits offerings provided by the company. Leads and manages the open enrollment process;
Monitors and analyzes plans to ensure that employees' needs are met cost-effectively. Proactively researches and evaluates market trends and industry issues. Ensures plans remain legally compliant;
Creates Request-for-Proposal documents for vendors and participates on the evaluation /selection committee; and,
Participates as a subject matter expert in labor negotiations and provides analysis, financial impact and recommendations to the Leadership team.

Education:
Requires a Bachelor's Degree in Human Resources, Business Administration, or a related field and seven (7) years of progressive experience managing a Total Rewards program or a compensation and comprehensive benefits programs; or an equivalent combination of education and experience.

Certifications (if required):
Professional Human Resources (PHR)/Senior Professional Human Resources (SPHR) certifications, Certified Employee Benefit Specialist (CEBS), Certified Benefits Professional (CBP) or Certified Compensation Professional (CCP) preferred.
