The Director, Government Contracts and Pricing will report directly to the Senior Director, Pricing & Contracting Strategy, and will be responsible for leading a team and providing critical and strategic analysis to model the potential impacts of US commercial initiatives and practices on Government Pricing calculations. The individual in this role is a subject matter expert in Government contracting and pricing as well as the methodologies, calculations, analysis, submission, and interactions between each type of federally mandated government price submission including nonFAMP, Average Manufacturer Price, Best Price, Average Sales Price, and PHS/340B.

Salary:
$172,000.00 - $258,000.00
The Director, Government Contracts and Pricing will report directly to the Senior Director, Pricing & Contracting Strategy, and will be responsible for leading a team and providing critical and strategic analysis to model the potential impacts of US commercial initiatives and practices on Government Pricing calculations. The individual in this role is a subject matter expert in Government contracting and pricing as well as the methodologies, calculations, analysis, submission, and interactions between each type of federally mandated government price submission including nonFAMP, Average Manufacturer Price, Best Price, Average Sales Price, and PHS/340B.
Your Responsibilities
- Oversee compliance with all government program requirements, including quarterly and annual reporting and applicable calculations related to the TRICARE Retail Rebate Program, ASP, NSP, AMP, non-FAMP, 340B, URA, CMS (Medicaid/Medicare), State Price Transparency Reports, and Industrial Funding Fee.
- Ensure obligations under the current Federal Supply Schedule (FSS) contract, including annual negotiation of FSS prices and reporting are met in compliance with Federal Acquisition Regulations (FARs) and the Veterans Health Care Act.
- Oversee and approve the reporting of State Price Transparency requirements to ensure compliance with all state regulations.
- Partner with Directors within Contracting & Pricing Strategy, Marketing, and Sales to understand proposed commercial strategies and be able to translate potential impact to FSS, Medicaid, Medicare, and 340B pricing calculations.
- Support initiatives around processes, systems, and data enhancements to drive alignment and compliance with government contracting requirements and regulations.
- Be knowledgeable of all Managed Care contracting activities, including pulsing, bundling, bid grid discounts, etc., to mitigate impact on AMP, BP, ASP, 340B and unit rebate amounts used in state claims in accordance with CMS and Federal legislation.
- Lead or support initiatives related to drug pricing legislation changes, ensuring that the appropriate areas are prepared to implement new regulations, models and/or methodology changes as they are promulgated.
- Develop and deliver ongoing Government Pricing training programs for Sales, Contracts and Pricing, Finance, Marketing, and other relevant functional areas as needed.
- Act as main POC and SME for internal and external auditors on inquiries related to government contracts and pricing.
- Ensure cross-functional adherence to OIG Guidelines for Pharmaceutical Manufactures, making recommendations as needed to drive process improvement and compliance.
- Attend industry meetings related to Government contracting and CMS (Medicare/Medicaid) as appropriate.
- Maintain up to date Government Pricing SOPs and Policies, revising as needed to incorporate organizational and government policy and process changes.
- Responsible for quarterly communication releases related to changes to government pricing policies.
Skills & Requirements:
- Bachelor's degree; preferably in a relevant field (Marketing, Science, Economics, or Finance)
- Minimum 10 years of pharma, or healthcare experience and demonstrated experience with contracting in Part D, Medicaid, FSS, and PHS
- Financial Acumen
- Understanding of Market Access and Healthcare delivery
- Analytical skills including problem-solving, forecasting, contract development, and financial modeling.
- Demonstrated abilities to influence, lead teams, and develop/foster relationships with senior leadership.
- Strong Organizational and Time Management skills
