Job Description
SUMMARY OF DUTIES AND RESPONSIBILITIES
Provide leadership and oversee the Capital Construction Program and to ensure the following service
Manage Woodhull Hospital and Capital Plan:
Discharge responsibilities as an Authorized Hospital Representative and act as liaison to Central Office on capital and facility management issues; including execution of contracts, and Capital Committee presentation.
Provide technical assistance and undertake special projects, as required, including:
Leads the execution of in-house projects, planning, development, and implementation.
Minimum Qualifications
1. A Master's Degree from an accredited college or university in Public Health, Public, Hospital or Business
Administration, Health Care Specialization, Engineering, Social Services or a related discipline; and four (4)
years of progressively responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
2. A Baccalaureate Degree from an accredited college or university in disciplines, as listed in #1 above; and five
(5) years of progressively, responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
3. A satisfactorily equivalent combination of education and experience, in which 30 graduate-level semester
credits from an accredited college or university can be substituted for one year of experience. However, all
applicants must have at least a Bachelor's Degree.

Job Description
SUMMARY OF DUTIES AND RESPONSIBILITIES
Provide leadership and oversee the Capital Construction Program and to ensure the following service
- Ensuring the cost-effective delivery of services.
- Assuring the performance standards of Woodhull Hospital and Off-Sites goals are met.
- Managing OTPS and PS budgets.
- Providing technical assistance.
- Developing indicators and PI Projects and prepare monthly division reports.
- Participating in monitoring, control all surveillance for both the Capital Construction & Life Safety Programs.
Manage Woodhull Hospital and Capital Plan:
- Identify capital, financing needs and sources for new equipment, renovation projects and initiatives.
- Prepare funding requests.
- Manage the Capital Plan.
- Collaborate with administrators, clinicians, technical staff and managers in the planning, design and execution of capital projects.
- Coordinate the preparation of DASNY Work Orders and make presentation to the Capital Committee.
- Develop specifications at Construction Documents for selected projects managed in-house.
- Prepare Project Status Reports and present to Capital Committee.
- Manage architects, engineers, DASNY and other consultants in the execution of capital projects.
Discharge responsibilities as an Authorized Hospital Representative and act as liaison to Central Office on capital and facility management issues; including execution of contracts, and Capital Committee presentation.
- Prepare and secure approval of expense and capital work orders.
- Process and ensure correction of ECB, Buildings Department and Fire Department violations.
- Prepare Space Use Requests for non-HHC space, and secure leases and operating licenses.
- Process construction contract claims, changes, payment requisitions, and close-out contract.
- Review and update the City's Charter AIMS Reports.
Provide technical assistance and undertake special projects, as required, including:
- The Joint Commission Preparations/Article 28/CMS Readiness Reviews
- EOC surveillance and patient safety rounds
- SOC and Life Safety Code reviews
- Business Planning Groups Service Line
Leads the execution of in-house projects, planning, development, and implementation.
- Assists with the performance coordination and oversight of planning, design, and construction.
- Provides project management and oversight of maintenance and capital renewal programs.
- Assists with the preparation, submittal, and updates of master plans, space planning, and all associated reporting requirements.
- Assists with project management and oversight of most major construction and maintenance project needs.
- Assists in the coordination, oversight, solicitation, and procurement of contracts.
- Oversee the accomplishment and implementation of major construction projects.
- Assists with the preparation of complex statements of work; plans and specifications, and solicitation documents and the review of the same.
- Serves as the contract administrator on major construction projects accomplished by contract and for built-to-suit in-house projects.
- Inspect quality and quantity of materials, quality of workmanship and construction methods.
- Ensures that contractors and trades personnel establish and maintain a safe environment.
- Ensures the accuracy of all reporting data.
- Assists in the development of policies, procedures, and standards to ensure conformance with design criteria and compatibility with existing features.
- Assists in the coordination of project and material standards to be reviewed and approved by the Chief Operating Officer.
- Responsible for strategic planning, project development, post occupancy, move management and the coordination of in-house and outsourced renovation projects. Survey and prepare cost estimates for proposed Facility projects.
