POSITION DUTIES
This is a Management Services position with the Department of Public Safety and Correctional Services (DPSCS). The incumbent serves at the pleasure of the appointing authority.
The incumbent will direct all Human Resources Information Systems (HRIS) functions, policies, procedures, compliance, and position management. This position is responsible for the oversight and management of several vital operational HR units to include HRIS Data Analytics and Support, SPMS Auditing and Compliance, Records Management, Asset Management, Policy Development and Classification and Compensation. Duties include:

Education: Bachelor's Degree from an accredited college or university
Experience: Six(6)years of administrative staff or professional work involving: HRIS development, database development and management and/or compliance, including 2 years of managerial/supervisory experience.

POSITION DUTIES
This is a Management Services position with the Department of Public Safety and Correctional Services (DPSCS). The incumbent serves at the pleasure of the appointing authority.
The incumbent will direct all Human Resources Information Systems (HRIS) functions, policies, procedures, compliance, and position management. This position is responsible for the oversight and management of several vital operational HR units to include HRIS Data Analytics and Support, SPMS Auditing and Compliance, Records Management, Asset Management, Policy Development and Classification and Compensation. Duties include:
POSITION CONTROL AND DATA ANALYTICS
- Independently maintains position control of over 10,000 state/regular, contractual and other employee position types in the DPSCS.
- Directs and manages position movement to include position closures, transfers, reassignments and creation of newly budgeted positions and notifies affected business units as applicable.
- Oversees the primary database of position movement and those marked as frozen for budget considerations.
- Creates and directs subordinate staff to provide DPSCS vacancy reports for Executives and collateral departments.
- Oversees special position and fiscal year project audits pertaining to DPSCS vacancies and filled positions.
- Serves in the following Workday roles: Report Writer, Move Worker, Edit Supervisory Organization, Assign Superior, HR Partner and Appointing Authority Partner.
- Develops weekly, yearly and ad-hoc reports related to turnover, vacancies, name changes, outbound transfers, hires, terminations, length of service, position profiles, organizational structure and demographics to analyze trends and to assist management with workforce planning decisions and legislative proposals.
HRIS OPERATIONS
- Directs and manages HRIS staff who coordinate Workday and JobAps security for DPSCS HRSD and DPSCS workforce.
- Processes HR and Fiscal systems' access for DPSCS staff and confirms accuracy of permissions.
- Supervises HRIS staff in the completion of DPSCS, DOIT and SPS help desk tickets for HR systems, server, hardware, software, and telecommunications issues affecting HRSD staff.
- Serves as HRSD Google SME and trains new staff on network and email access and departmental standards.
- Independently makes recommendations to HRSD leadership on HRIS improvements to include office electronics, hardware, software, security, server and facilities services.
CLASSIFICATION AND COMPENSATION
- Directs all classification and compensation operations to include the evaluation of benchmark classification, non-competitive promotion, class specification, pay plan amendment, and reclassification requests.
- Oversees the review of vacancy downgrades, application of salary guidelines, development and evaluation of class specification requests, and annual salary review proposals.
- Interprets and implements department policies relating to classification and compensation within the State Personnel Management System.
SPMS AUDITING AND COMPLIANCE
- Oversees internal auditing for process compliance in accordance with HR related laws, regulations, policies and procedures relevant to the SPMS.
- Establishes and assesses HR program goals and objectives, develops and implements departmental HR policies and procedures, and evaluates accomplishments of the HR program.
- Advises department executives regarding new or revised HR related legislation affecting the department and concerning sensitive HR issues. Drafts and reviews new policies and procedures based on legislative changes, directives, and executive orders.
- Ensures that all staff within HRSD maintain compliance with confidentiality requirements and procedures for all HR related activities.
RECORDS AND ASSETS MANAGEMENT
- Reviews and may approve requests for shared files and shared email boxes.
- Ensures electronic data storage and retrieval is maintained in compliance with compliance with ITCD, the DPSCS HRSD Retention Schedule and with State and Federal laws and regulations.
- Manages the storage and transportation of boxed documents from HRSD Operational Support Units to Records Center for storage, organization and recording to maintain accurate inventory.
- Serves as Accountable Officer for HRSD asset tracking and excess property. Supervises physical audits conducted and tracked via inventory database by HRIS staff.
- Oversees the creation of IT, telecommunications, non-IT (fixed) assets and leased device requisitions for HRSD business units by HRIS staff and submits requisitions to the Office of Finance.
- Directs and coordinates facility services and accommodations for HRSD staff office relocation projects.
PUBLIC INFORMATION AND SPECIAL PROJECTS
- Serves as the recipient of PIA requests on behalf of HRSD and the Chief Human Resource Officer. Tracks, disseminates, and /or prepares summary data for PIA requests.
- Coordinates with the CHRO and Attorney Generals on release of information.
- Manages and leads special projects as requested by the Secretary, Deputy Secretaries, and Chief Human Resources Officer.
- Other duties as assigned.
