We are seeking qualified applicants for the position of Director of Health, Safety, Security and Environmental- Pipelines.

General Description:

The Director of Health, Safety, Security, and Environmental- Pipelines (HSSE) will be based in Houston, TX. This position will provide leadership and strategic direction for the safety agenda within the site and drive the development and improvement of HSSE processes, systems, and culture. This position is a key member of the workgroup leadership team providing leadership, support, and advice to the management on all HSSE issues.

Responsibilities:
  • Develop and manage reporting of the workgroups approved HSSE goals and milestones.
  • Develop and steward the annual HSSE budget for the workgroup.
  • Manage and execute site safety strategies and operational actions plans, in conjunction with the operations and line management.
  • Manage contractors HSSE performance at workgroup sites related to new construction and maintenance activities.
  • In conjunction with HR and operational / line management develop the HSSE knowledge, skills, and behaviors of the organization through coaching, mentoring, apprenticeship, and other capability development processes.
  • Oversee workgroup development and improvement of Health, Safety, Security and Environmental operational standards by identifying and adopting best practices.
  • Ensure sufficient processes and resources are in place to identify and manage HSSE risks in all workgroup areas.
  • Participate in Go- No Go assessments, risk assessments, Field MOCs, and Pipeline HazOp reviews.
  • Manage HSSE compliance with the standards defined by relevant legal, regulatory, internal, and industry requirements.
  • Provide support and guidance to operations and line management on incident investigations and the closure of the corrective actions identified.
  • Provide HSSE guidance to the Pipeline Incident Management team in the event of a significant event.
  • Manage monthly performance reporting and KPI's for executive leadership.
  • Oversee reporting to support compliance with regulatory permits, policies, or other requirements driven by Federal, State, and Local regulatory agencies.
  • Drive the VGLNG Behavioral Based Safety (BBS) program and develop safety campaigns to drive safety culture within the workgroup.
  • Manage the compliance for the VGLNG HSSE Management systems at the site level including, Incident Reporting, BBS, Job Safety Analysis, Permit to Work, etc.
  • Oversee internal HSSE audits as well as audits conducted by external agencies, lenders, clients, etc.
  • Manage the security of the workgroup to ensure all USCG, TWIC, and other regulatory requirements are maintained.
  • Oversee inspection programs for all HSSE related equipment to ensure its readiness for use and to maintain all regulatory requirements

  • Qualifications:
  • Education and Certifications: Bachelor's degree in Occupational Safety or related field preferred.
  • Familiarity with pipeline safety management systems and implementation preferred.
  • Incident investigation and root cause analysis credentials preferred.
  • Experience: 10 years of experience in senior management/operations positions.
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.

  • Effective communicator at all levels of an organization with individuals and groups from different disciplines, industries, and governmental agencies.
  • Organized and able to manage multiple projects.
  • Must be able to multi-task and handle parallel deadlines. Must be able to prioritize company and department goals to deliver projects on time and within parameters set by the organization.
  • Broad based policy knowledge of industry best practices and regulatory requirement
  • Proficient Computer skills including Microsoft Office Suite including Word, Excel, Access, and PowerPoint.
  • Be able to climb multiple levels of stairs within the facility.
  • Must be able to lift and carry a minimum of 25 pounds.
  • Must be able to work in high heat environments while wearing all required PPE, including Flame Resistant clothing
  • Must be available to respond to after hours events and incidents at the facility on a 24-hour basis
  • Ability to travel throughout the organization as required
