The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation's overall business performance, deliver added value to our shareholders, reduce leakage, and promote consistent and cost-effective solutions across strategic business units, projects, and locations. This position assists in the execution of the Prime Contract in conjunction with the Project Director and Project Team. This role assures compliance with all statutes, regulations, and contract terms and conditions.
Read, understand, and administer the nuances and terms of the prime contract
Provide oversight of prime contract activities for the project and assist project management in interpreting the contract terms and conditions; identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of the contract documents
Identify the contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule, and other documents incorporated in the contract in conjunction with the project team
Work directly with the Client, Project Team, Legal, Insurance, Risk, Project Controls, Project Business Services, Subcontracts, Teaming Partners, and other business contacts to ensure contract requirements are met per the FAR/Agency regulations, legal requirements, and corporate policy
Work with Legal, Senior Management, and the Project Director/Team for all contract modifications to the Prime
Interface with senior level clients, joint venture, and/or industry organization professionals while carrying out Company's contracts activities
Support negotiations that lead to contract Change Orders/Variations
Provide contract reviews/audits to projects to identify potential contract problems and process improvement opportunities
Support the project's Change Management Program in coordination with Project Controls, Estimating, and others involved in the change management process
Track and coordinate Prime Deliverables/Prime Contract Notice Requirements, and provide information to management to enable them to give timely notice and initiate actions required to follow-up when required
Review project correspondence to ensure Fluor's rights are protected and that it is consistent with the terms of the prime contract
Assist in reviewing or writing formal correspondence to Clients to ensure contract compliance
In case of disputes, assist with claims resolution efforts
Assist with functional management team reviews and audits
Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
Participate in Business Risk Management Framework (BRMF) reviews
Ensure compliance with management of vital records and relevant correspondence to support reporting, contract audit, claims and litigations, and contract close out
Provide ongoing training in the various aspects of prime contract management to project managers and to other key members of project teams to address prime contract management principles
Support Sales on the development of new business proposals, including contract risk evaluations, participation on the negotiation team, and ensuring the definitive contract conforms to the agreements reached
Assist in proposal development activities including preparing and reviewing required prime contract documentation (Contract Summary, Compliance Matrix, Clause Flowdown, Billing Brief)

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience
equal to twenty-two (22) years if non-degreed; some locations may have additional or different
qualifications in order to comply with local requirements.
Knowledge of industry business practices and management of government contracts and subcontracts
Working knowledge and application of government regulations and statutes, and interpretation of such
Experience in all phases of Prime Contract Management
Ability to communicate effectively with audiences that include but are not limited to
management, coworkers, clients, suppliers, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national
statutes and regulations
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
DOE/Nuclear project experience preferred
Broad understanding of the construction industry and contract language associated with engineering, procurement, construction, and construction management (EPC/CM)
Subject Matter Expert in all phases of Prime Contract Management
Working knowledge of Fluor business operation practices
Strong negotiation and issue resolution skills
Strong team building and customer services skills

Other Job Requirements
US Citizenship is required.
Provide ongoing training in the various aspects of prime contract management to project
managers and to other key members of project teams to address prime contract management
principles, subcontract formation and administration, identification, preparation and resolution
of claims
Work with Construction, Engineering, Supply Chain Management, The Law Department, and
Insurance and Risk Management to assist in facilitating organizational interfaces between those
performing subcontract formation and administration
Ensure compliance to applicable Fluor Practices
Maintain knowledge bank of Fluor Prime Contract Management Practices
Provide specialized trouble-shooting to projects
Participate in Fluor University
Utilize Knowledge Management processes to capture, support, and leverage relevant knowledge
to enhance project execution
Participate in sales and marketing efforts
