Description
Under general supervision of the Assistant Superintendent of Business Services or other assigned administrator, the Director of Payroll, Benefits and Risk Management serves as a department level director and is responsible for the planning, developing, organizing and supervising the District's payroll, benefits and risk management programs. Provides direction and leadership to assigned staff in the areas of payroll processing, including overseeing all regular and supplemental payroll, retro payroll, payroll reporting and all associated recordkeeping. Provides direction and coordination to assigned staff in the areas of benefits management, including worker's compensation, ergonomics, return-to-work, property/liability, and student accident insurance; serve as District liaison with injured employees, retirees, claimants, insurance company representatives and claim administrators. Assists with the administration of generally accepted accounting principles and practices throughout the District to ensure consistency and accuracy of records. Supervise, train and evaluate the performance of assigned personnel.

Examples of Duties
ESSENTIAL DUTIES:
  • Oversees all payroll processing throughout the District, including all regular and supplemental payroll, retro payroll, payroll reporting and associated recordkeeping.
  • Interprets and implements new and updated payroll policies or practices, including tentative agreements, settlements and other negotiated agreements for compensation enhancements.
  • Directs, organizes and oversees retirement procedures and reporting to STRS/PERS or other retirement programs.
  • Organize, plan, coordinate and oversee the District's health and welfare benefits and risk management programs including claims administration of worker's compensation, liability insurance, property claims, student accident insurance, fire, theft, and District safety programs and services including OSHA safety training
  • Administer the District risk management, worker's compensation, loss prevention, indoor air quality; coordinate Cost Containment Committee and participate on committees such as District Safety Committee; and others to oversee effectiveness of programs and make recommendations in program improvement and District training needs; select and obtain training resources; evaluate training materials and methods of compliance; schedule, coordinate and track training sessions
  • Serve as District liaison with injured employees, retirees, claimants, insurance company representatives and claim administrators; receive complaints and concerns, notify appropriate personnel, and make adjustments or referrals as necessary; ensure injured employee attendance and leaves records are processed appropriately
  • Oversee the audit of insurance premiums, cost and distribution within the District; administer enrollment and processing procedures for health, dental, vision, and life insurance benefits; ensure employee premiums are processed appropriately; oversee communication with employees and retirees concerning benefit issues, project employee benefit costs for budgetary purposes; represent the District in insurance-related forums
  • Manage open enrollment and health fair activities including preparing brochures, new costs benefit plans, and preparing retiree and active employee records
  • Manage worker's compensation claims and programs including loss trends, utilization reviews, and return-to-work and light duty program to ensure the safe and timely return of injured District employees to the workforce consistent with their limitations
  • Review, analyze and evaluate District compliance with Cal/OSHA regulations, and federal, State and local laws ;maintain and develop records and controls in proper handling of claims
  • Ensure District compliance with laws relating to safety, hazard control, industrial health, environmental protection and loss prevention programs
  • Prepare and maintain records, documentation and reports related to assigned activities including property loss claims, evidence of coverage, health cost tables, insurance contracts and others; maintain OSHA files and post summaries at District sites; prepare OSHA and other correspondence; submit reports to appropriate department or outside organization according to established timelines
  • Survey District facilities and sites to identify risk and loss exposures; review and investigate workers' compensation and liability claims; advise claimants of policy provisions and claims procedures; prepare necessary documentation and work closely with third party administrators in adjudicating claims; assist attorneys in the preparation of cases and determine appropriateness and feasibility of subrogation; establish loss values
  • Responds to external audits or requests for information from a variety of sources, including the District's financial advisors, auditors, members of the public, labor partners or other educational partners.
  • Oversees the administration and coordination of the District's Comprehensive School Safety Plans and District-wide Safety Committee
  • Responds to requests for information submitted under California Public Records Act (CPRA) or Federal Freedom of Information Act (FOIA), and maintains logs and records regarding these requests.
  • Coordinates the Business Office oversight of Charter Schools by collecting and managing all records related to charter school oversight. Collaborates with other district staff who are responsible for other aspects of charter oversight.
  • Train and evaluate the performance of assigned staff; establish operational plans, initiatives and budget to meet District goals and objectives; implement program plans, processes, procedures and policies to achieve overall performance results; work with staff to develop and maintain a high-performance, customer service-oriented work environment that supports achieving the District's mission, strategic goals and core values

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor's degree in business administration, risk management or a related field; three years of experience in workers' compensation administration, health benefits administration, property liability or related experience, and two years of managerial experience

Exams are required for ALL applicants.

Hayward Unified School District will provide a contribution of up to $2,500 per year to be used towards a District healthcare plan or cash in lieu of up to $1,350 per year. The balance of health benefit costs are paid through a pre-tax payroll deduction.

Dental coverage is provided free of charge for all employees working 20 hours per week, or more. Family coverage is available and any additional premium will be employee paid.

Vacation
Management Team members assigned to work a 224-day work year shall have a 22-day vacation period as approved by the Superintendent of schools. No more than a total of 40 days of vacation may be accumulated for payment at the time of retirement or resignation.

Employees designated as Confidential will receive a stipend of $900 annually.
