Position Purpose
Designs, implements, and supervises continuous improvement of the District Strategic Initiatives Analytics System, consistent with District goals and applicable laws.
ESSENTIAL JOB FUNCTIONS
- Ensures Data integrity and coordinates data submission, review and evaluation of the Teacher Incentive Allotment Program.
- Translates District Initiative data into information for a myriad of stakeholder groups.
- Leverages data to support implementation of a model to endorse teacher and principal quality, incentive pay, and assess program fidelity.
- Communicates with central and campus administrators, counselors, teachers, and parents concerning issues, laws, and current research related to Analytics for Strategic District Initiatives.
- Represents the department in meetings as needed to remain informed and ensure full integration of Analytics for Strategic District Initiatives in alignment with district goals.
- Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.
School Performance Framework
- Directs, implements, and oversees the District's School Performance Framework (SPF) processes in accordance with District goals and objectives, as well as with applicable laws.
- Collaborates on the production of the School Performance Framework and related reports.
- Plans, coordinates, and directs professional learning and communication regarding the School Performance Framework for campus & central administrators in the District, promoting a focus on research-based best practices related to adult learning and professional growth.
- Stays abreast of current trends in the areas of school performance evaluation and metrics.
- Communicates with central and campus administrators, counselors, teachers, and parents concerning issues, laws, and current research related to school performance evaluation.
Incentive Pay & Teacher Incentive Allotment
- Leads the development of a strategic incentive pay dashboard to support teacher and principal quality.
- Ensures data management for incentive pay by coordinating data submission, review, and evaluation with the data owners/departments.
- Analyzes current processes and practices related to Strategic incentive pay and makes recommendations to further enhance the same to meet the needs of teachers, principals and the District.
- Uses qualitative and quantitative data to make decisions.
- Monitors progress toward program goals and gathers other significant data, when applicable.
- Collaborates with other FWISD departments regarding incentive pay and coordinates the development and implementation of effective and efficient systems and data collection processes that provide baseline measures and track longitudinal trends.
- Monitors professional development related to incentive pay.
Lone Star Governance
- Analyzes, monitors, and reports progress toward goals and constraints.
- Makes recommendations and develops strategies for data components to inform continuous improvement toward goals and constraints.
Data Culture
- Researches, makes recommendations for, and leads development of professional learning on data usage at central, campus, and teacher levels to positively impact student outcomes.
- Designs and implements feedback and continuous improvement procedures for the professional learning on data usage and establishment of a data culture to support student outcomes.
- Stays abreast of current trends in the area of data usage and data culture to support student outcomes.
Supervisory Responsibilities
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

- Knowledge of applicable federal and state laws regarding education and students.
- Knowledge of best practices in project management and data analysis, including strategic planning, resource allocation, data management techniques, and coordination of resources.
- Knowledge of data information systems, data analysis and the formulation of action plans.
- Knowledge of evaluation systems and incentive pay.
- Knowledge in data management (monitoring, collecting, and reporting).
- Knowledge of K-12 education systems/organizations, teacher quality/pay-for-performance policy issues, and leadership effectiveness.
- Skill in judgment and creativity in decision-making, together with use of qualitative and quantitative data to make recommendations.
- Skill in written and oral communication skills including ability to interact with and influence all levels to include the public, District staff, and management.
- Skill at the advanced level, working with Microsoft Office 365 (Outlook, Excel, and Word).

- Skill in organizing and prioritizing tasks, and work under pressure to meet multiple deadlines.

Travel Requirements
- Travels to school district buildings and professional meetings as required.

- Education:
- Bachelor's degree from accredited college or university required;
- Master's degree from accredited college or university preferred;
- Major in Education, Psychology, Psychometrics, Statistics, Economics, Applied Economics, Computer Science, or related field preferred.
- Certification/License: Valid Texas Teaching Certification.
- Experience:
- 5-7 years' progressive responsibility for data analysis and reporting required;
- Advanced proficiency with SPSS, Stata, Excel, Paradox, Crystal Reports, Visual FoxPro, SQL, and/or Design Expert preferred;
- Experience in planning and implementing strategic initiatives preferred;
- Experience in urban schools with diverse population preferred.
