About the Position

The Director - IT Clinical Applications is primarily responsible for the development & delivery of the IT Department's implementation framework for clinical & patient-centric solutions. The Director - IT Clinical Applications leads a team of IT Applications personnel in assessment, planning & delivery of solutions that meet or exceed stakeholder expectations.

Key Contributors will:
Team Leadership and Management
  • Leads and develops a team of professionals who work cross-functionally to help ensure adoption of IT software and programs. This includes overseeing all day-to-day aspects of the team, including management of direct reports.
  • Proactively works to promote a positive and customer service-focused team culture within the department.
  • Proactively engages with employees to understand each individual's needs and career objectives, promoting employee career growth and establishing aligned team and individual goals in support of Legacy.
  • Coaches employees with regard to career growth and improving their contribution to the team and to Legacy as a whole.
  • Assist in identifying, evaluating and hiring department employees and, when appropriate, key IT employees outside the department.

Implementation Delivery
  • Directs & coordinates implementation, design and maintenance of clinical information systems used to improve medical & clinical operations.
  • Provides IT Leadership and Project Sponsors clear data on estimated people and other resource needs for successful program delivery.
  • Collaborates with IT Leadership and stakeholders to ensure project intake & prioritization processes are accurate and effective.
  • Coordinates projects with stakeholders in order to ensure effective integration of clinical systems with other applications and processes.
  • Provides input to strategic decisions that affect functional area of responsibility.
  • Resolves escalated issues arising from stakeholder groups that may require coordination with multiple departments.
  • Works with project sponsors, scoping and developing deliverables, detailed work plans, resource needs, budget, and timing for new product launches, partnerships, and projects related to Legacy lines of business.
  • Partner with stakeholders to implement clinical process improvements across new product/partnership launches that markedly move us towards operational excellence, repeatability, and scale.
  • Lead project implementation, as well as post implementation activities such as monitoring program performance, providing outcomes to oversight committees, monitoring overall success and shortcomings of program design, and refining processes to ensure continued success and scalability.
  • Leverage and organize training with stakeholders for new product launches along with program and campaign expansions.
  • Work with and provide direction to the Business Intelligence team to create and establish metrics for all programs.
  • Confirms programs meet HRSA/UDS/grant measures.
  • Analyze new product/partnership launch and project risks, develop recommendations for risk mitigation, and communicate risk mitigation options to management and collaborators.
  • Develop understanding of the Medical and Clinical Operations organizations, both operationally and culturally, to help identify opportunities for improvement projects.
  • Develop transition plans to effectively turn over new products to the support teams (applications, help desk, training, etc).

Stakeholder Satisfaction
  • Assures that team is delivering excellent customer service and that stakeholder expectations are being met or exceeded.
  • Establishes and maintains excellent working relationships with IT and non-IT stakeholders focused on creative problem solving and optimization opportunities.
  • Leads the collection of quantitative and qualitative performance feedback including direct stakeholder feedback as evidence of their level of satisfaction.
  • Regularly assesses effectiveness of the team and recommends improved communication, processes, addition / realignment of resources, or other changes in order to improve effectiveness.
  • Presents a team performance action plan focused on key areas of improvement (at least annually) to IT leadership.
  • Effectively facilitates IT and non-IT stakeholder meetings related to use, optimization and implementation of IT resources.

  • Participates in organizational committees as appropriate.

Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to >50 clinics in Houston, one in Baytown, 3 in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. Requirements
  • Bachelor's Degree in Information Systems, Informatics or related field or equivalent work experience in content areas of IT/IS, informatics, healthcare software implementations or healthcare management.
  • 10 years of relevant experience in software configuration, implementation, support and delivery.
  • 7 years of progressive leadership experience in healthcare clinical settings (IT or Operations).
  • Diverse healthcare software systems background with knowledge in several areas including: planning and implementing EHR solutions, ancillary solutions (lab, imaging, pharmacy), revenue cycle, and reporting.
  • Proficient with project management principles and practices (PMBOK, Agile, Lean, Prince2)
  • Knowledge of SLA philosophy and metrics reporting.
  • Proficient in developing operational procedures and documentation.
  • Ability to coach team and foster a positive and productive work environment.
  • Fiscal responsibility.
  • Ability to manage communication with vendors, including vendor work delivery.
  • Able to manage multiple deadlines and be adept in decision making.
  • Able to facilitate meetings with team and stakeholders.
  • Able to scope, staff, manage and oversee a range of simple to complex projects toward successful and timely completion.
  • Able to function productively in high stress situations.
  • Able to participate in 24x7x365 on call rotation as needed.
Preferred:
  • Certification in one or more IT process frameworks (PMP, ITIL, CSM, CSP, Six Sigma, etc)
  • Clinical certification/licensure (RN, PA, FNP, etc.)
  • Proficiency with one or more IT process frameworks (waterfall project management, Agile, Scrum, ITIL ITSM, ITIL ITBM, Lean, etc).
