Salary: The starting salary range is $175,000 - $190,000 annually, DOE, with full benefits, including participation in Washington state Public

Location: Puget Sound Regional Council, Downtown Seattle, Washington; The position is eligible for hybrid work, requiring a mix of remote work and on-site responsibilities, with the need for being in the office for meetings, tasks, and other activities. May require travel and evening meetings.
Puget Sound Regional Council is seeking an exceptional and seasoned leader to serve as its Director of Administrative Services. This critical role provides an opportunity to lead and innovate in one of the fastest growing regions in the United States. Examples of Duties
As the Director of Administrative Services, you will report to the Executive Director and lead a small team of HR, IT, and policy professionals, and collaborate with the agency's financial, budget, and purchasing staff. You will work alongside the agency's leaders to guide critical budget and policy decisions shaping the agency's operations.
The Director also:
  • Directs the development and execution of short and long-term strategic goals, vision, workforce management, policies, best practices and initiatives that serve to enhance our workplace culture, foster teamwork and encourage employee growth. Promotes a competitive, stable, and equitable total compensation package for agency staff.
  • Along with the Finance team, plans and manages the agency's budget.
  • Oversees agency's records management, information technology, human resources, facilities, safety, risk management functions, and administrative policies development; serves as liaison for outside counsel and other administrative contractors.
  • Builds and maintains a service-oriented, proactive and professional team. Develops an atmosphere that encourages creativity and promotes openness and cooperation among agency staff and the Management Team, and between PSRC staff and member jurisdictions.
  • Encourages an environment of continuous improvement.
  • Consults with and advises agency staff on policy, program organization, and procedural matters related to all aspects of the agency's administrative services. Provides internal control over financial activities by reviewing billings, contracts, and budgets for accuracy and completeness.
  • Functions as a liaison for the agency with the public; with federal, state and other local agencies; with elected councils, commissions and legislative committees; and with business, community and environmental interests and organizations.
  • Coordinates the planning and development of agendas for monthly Operations Committee meetings, makes presentations and responds to requests from officials, staff, legal counsel, and the public regarding committee support activities.

The ideal candidate will have the following:
  • Deep knowledge of supervisory principles and practices. Knowledge of principles, laws and regulations pertaining to public sector personnel administration and human resources issues.
  • Ability to set work priorities and direct, guide, motivate and evaluate the work of assigned staff in ways that nurture employee growth and foster relationships based on mutual respect and trust.
  • Knowledge of and experience with administrative principles and practices, and relevant governmental standards and regulations, associated with budget administration, contracts, municipal finance and accounting.
  • Ability to establish and maintain effective and cooperative working relationships with staff, elected and appointed officials and members of the public.
  • Ability to respond quickly to external and internal customer needs and issues on a daily basis.
  • Strong written, oral, and listening skills.

Typical Qualifications
Experience and Education:

The skills, knowledge, and ability required for this position are typically required through the following combination of education and experience:
  • Bachelor's degree in in Public Administration, Business, or related field; JD or Master's degree preferred.
  • Ten years of organizational leadership with an emphasis on internal operations and public administration involving governmental accounting, budgeting, human resources, and agency operations.
  • Six years of successful management and supervisor experience.
  • Or, any combination of lived and educational experience that would provide the applicant with the desired skills, knowledge, and abilities required to perform the job.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
