Description:

The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement is seeking to fill one director position for Application Service Delivery, this role will be based in Regina, Saskatchewan.

ITD provides a wide range of technology projects and services to the Government of Saskatchewan (GOS). Under the guidance of the Executive Director, you will lead and provide strategic directions for the planning, implementation, and delivery of application management services.

In collaboration with cross-functional management teams, project teams, technology groups, business and technical architects, technology suppliers, and other stakeholders, you will ensure that applications remain available and evolve to meet business needs.

As the director, you will be responsible for effectively supporting, maintaining and enhancing the applications in your portfolio, as well as leading the Application Management Services (AMS) team to ensure the delivery of business value.

Responsibilities:

  • Provide strategic direction and leadership in the planning, implementation, and delivery of application management services and application development for applications that may be of critical strategic impact and organizational significance.
  • Lead, mentor, and coach a cross-functional team to enhance their skills and support career growth.
  • Demonstrate strong leadership and problem-solving skills to define and deliver services that meet the needs of client ministries.
  • Identify opportunities for innovation and improvement through technology.
  • Stay current with emerging technologies and industry trends.
  • Implement best practices and standards for software development, maintenance, and related processes.
  • Identify and mitigate application development and maintenance risks and identify and resolve delivery-related issues.
  • Ensure compliance with relevant regulations and standards.
  • Responsible for the unit budget and the development of operating plans, adjusting expenditure patterns/trends as needed to comply with budgeted amounts. Prepare, revise, finalize, and submit budgets and forecasts.
  • Develop procedures, structures, and contracts for support and maintenance of systems while adapting communication style and content to suit diverse audiences, ensuring technical and non-technical stakeholders, team members, and executives receive clear, concise, and targeted messages at the appropriate level of detail.
  • Maintain accurate and complete system documentation and business records.
  • Serve as the primary liaison between third-party vendors and ministry clients.
  • Coordinate and manage outside vendors, contract negotiations, licensing, maintenance contracts, and service level agreements.
  • Prepare briefing materials and prepare and deliver presentations to various levels of clients or colleagues.

  • Proven ability to work collaboratively with colleagues and staff to create a results-driven, team-oriented environment.
  • Strong strategic and operational planning and management skills.
  • Demonstrated ability to lead and motivate staff and influence change across the organization.
  • Excellent interpersonal and communication skills, with the ability to work effectively with both business and technical stakeholders.
  • Technical proficiency in architecture, data integration, and systems integration is an asset.
  • Ability to interpret technology and market trends to inform the development of application management strategies and roadmaps.
  • Strong leadership and problem-solving skills, with the ability to define and deliver services that meet the needs of client ministries.
  • Ability to operate with tact and diplomacy when assisting customers, coworkers, consultants, and vendors.
  • Ability to thrive under pressure and manage multiple, concurrent and conflicting priorities and deadlines.


Typically, the knowledge and skills required for this position would be obtained through 10+ years of increasing responsibility in a fast-paced IT service delivery organization, a Computer Science degree with a Master of Business Administration, or a combination of related education and experience. Experience in provincial government would be an asset.
