ABOUT THIS POSITION

Summary:
Directs and coordinates the purchasing operations of the University, by performing the following duties personally or through subordinate supervisors and employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.

Develops, maintains and supervises a computerized purchasing system. Approves requisitions, verifies fund availability issues purchase orders, establishes encumbrances, removes invoices, receives goods, sets up back orders, and notifies Accounts Payable to approve payments.

Provide project management and oversight for the University's Jaggaer based eProcurement procure to pay system. Oversee campus wide implementation and system management to develop strategic procurement initiatives and enable campus spend analytics.

Plans, organizes and prepares operational budgets for the purchasing and transportation operations. Monitors and approves expenditures for areas of responsibility.

Responsible for hiring, and supervising Purchasing staff by establishing priorities, assigning projects, directing activities, reviewing progress, prioritizing workloads, developing staff members' skill and ability, evaluating performance, approving leave, and formulating work policies and procedures. Provides documentation to support personnel decisions and recommendations.

Interviews, selects and approves vendors in accordance with university purchasing and fiscal rules, and monitors vendor performance. Analyzes bids, checking bid specifications, delivery deadlines and related contractual obligations. Analyzes market conditions and availability of commodities for delivery. Advises customers on special purchase requirements.

Supervises, develops, and prepares bid specifications and requests for proposals to secure bids and quotes for specific purchases. Issues awards to responsible bidder and ensures compliance with delivery of services and goods.

Develops and writes contracts for price agreements, with granted contract signature authority up to $5,000.00.

Assists with campus OneCard program oversight, supervising OneCard issuance, cardholder training and card platform maintenance. Monitor campus card spend providing campus card compliance efforts.

Assists Colorado Mesa University's Travel Compliance Designee, in developing, supervising and managing the travel management program to implement policy and insure compliance with University's Travel Management Policy. Advises the campus community on use of airfares, car rental policy and use of approved credit cards for travel.

Establishes purchasing procedures setting deadlines for cut-off of year-end procurements. Supervises and maintains the inventory additions and deletions of the University's fixed assets and provides data/information for input to the accounting system. Develops and maintains a central stores inventory system and provides stewardship and accounting of items in inventory.

Supervises and manages the campus mail delivery system. Service includes timely pick-up and delivery, coordination with third party metering facility, communication of U.S. Postal Rules/Regulations, handling of bulk mailings, and obtaining the most cost-effective rates.

Oversee central receiving for all campus freight and on campus distribution, provide delivery oversight for campus projects determining best methods of product receipt.

Manages and supervises the University's motor pool including purchasing of vehicles, van rental, vehicle dispatch, insurance protection, accident reporting and reporting fleet activity to the State.

Minimum Qualifications Required:
Bachelor's degree from an accredited four-year college or university
A minimum of five years' experience in purchasing
Working knowledge of computerized purchasing and accounting systems
Demonstrated leadership and management ability
Ability to communicate clearly & present complex subjects simply, both orally and in writing
Exhibit strong analytical and critical thinking abilities
Possesses excellent persuasion, negotiation and judgment skills
Demonstrated ability to work independently and under pressure to manage multiple concurrent tasks and responsibilities
Able to navigate changing priorities while remaining highly effective
Working knowledge of financial analytics and profit and loss implications
Excellent technical knowledge and skills.

Preferred Qualifications:
Familiarity with higher education and state of Colorado purchasing policies and procedures.
10 or more years' experience in Higher Education
Master's degree from an accredited college or university.
