Primary Purpose:
To direct and manage the Career and Technical Education (CTE) programs and facilities to create unique, cutting-edge educational opportunities for students. Also serve as an instructional leader to develop and grow CTE personnel. Qualifications:
Education/Certification:
Master's degree with an emphasis in educational administration and/ or CTE
TTESS Certified
Special Knowledge/Skills:
Working knowledge of federal and state code governing CTE
Ability to manage state/ federal budgets and personnel
Ability to coordinate district functions
Ability to implement policies and procedures
Ability to interpret data and utilize findings for program improvement
Possess strong organizational, communication, public relations, and interpersonal skills
Experience:
Three years' successful CTE teaching experience
CTE administrative experience preferred
Major Responsibilities and Duties:
Instructional Management
Evaluate student progress on a regular, systematic basis and use the findings to improve the effectiveness of CTE programs. Facilitate planning and application of current/ future technologies in CTE programs. Encourage and support the development of innovative instructional models, helping instructors pilot such efforts when appropriate. Plan the necessary time, resources, and materials to support subordinates in accomplishing educational goals. Obtain and use evaluative findings (including student achievement data) to gauge CTE program effectiveness. Ensure curriculum renewal is continuous and responsive to student needs/ industry demands. Provide career exploration and awareness resources and testing materials to campuses that align with the effective advisory framework (EAF). Serve on local, regional, and state committees related to CTE. Establish policies and procedures for safe, clean, and effective classrooms and labs. Work with the local community to identify and define career filed opportunities for students, including paid and unpaid internships. Assume responsibility for CTE facilities and coordinate needed repairs and maintenance. Utilize the ACTE high quality CTE framework to develop, implement, and improve programs. Consult with secondary counselors concerning the relationship of career plans and personal graduation plans, monitor student progress toward program of study completion and industry-based certification attainment, and ultimately, together, ensure students are College, Career, and/or Military ready upon graduation. Coordinate the Hill College technical dual credit program, as well as other college articulation agreements. Develop/ manage memorandums of understanding (MOUs) and seek school board approval when appropriate. Student Management
Implement district student-management policies, communicate expected student behavior related to CTE programs, and ensure enforcement of the student code of conduct and handbook. Establish and maintain open lines of communication by conducting conferences on vital issues with parents, students, and teachers. Coordinate frequently with the PEIMS department to ensure data accuracy for CCMR, IBC's, and course build out. Support the standards developed for the student management system and expected student behavior. Coordinate individual career planning processes for students. Work with the special education department to ensure students' needs related to career planning and career development are being met. Coordinate CTE representation in the ARD process. Policy, Reports, and Law
Recommend sound practices aimed at improving CTE programs, within local, state, and federal parameters. Implement policies established by federal and state law, State Board of Education rule, and local board policy in CTE. Compile, maintain, file, and present all physical and computerized reports, records, and other documents as required. Budget and Inventory
Administer the CTE budget and ensure programs are cost effective and funds are managed prudently. Compile budgets and cost estimates based on documented program needs and the strategic plan. Maintain a current inventory of supplies and equipment and recommend the disposal and replacement of equipment when necessary. Approve and forward purchase orders from the CTE department to the accounting department. Plan, compile, and complete the Carl Perkins Grant Application. Track Perkins spending, ensure the appropriate uses of grant funds, and complete the bi-annual comprehensive local needs assessment (CLNA). Personnel Management
Prepare, review, and revise the job descriptions of the CTE department. Develop training opportunities and/or improvement plans to ensure the effective operation of the CTE department. Evaluate the job performance of employees to ensure effectiveness. Manage the recruitment, selection, and training of personnel. Make sound recommendations concerning personnel placement, transfer, retention, discipline, and dismissal. Communication and Community Support
Assist students, parents, and teachers with career, college, and scholarship information. Recruit employers and businesses to provide career field experiences to students and provide assistance as necessary. Articulate the district's mission and goals to the community and other stakeholders. Demonstrate awareness of district/ community needs and initiate activities to meet the needs. Use appropriate and effective techniques to encourage community and parent involvement. Organize regular meetings of the CTE Advisory Committee to evaluate programs and ensure they are current and relevant. Supervisory Responsibilities:

Maintain emotional control under stress. Frequent districtwide and occasional statewide travel; occasionally prolonged and irregular hours. Must be willing to attend appropriate professional development meetings to maintain proficiency and acquire new ideas for program improvement.
