General Statement of Duties
Closing Date: This position closes on Monday, October 7, 2024.
Oversees Community Development functions including two Permit Centers and the processing of County-wide residential and signage permits; manages non-supervisory and first- line supervisory staff; performs other duties as assigned.
Essential Duties
This role provides leadership in managing the daily operations of the Community Development Agency.
The successful candidate:
Oversees all aspects of two Permit Center campuses, including staffing and daily operations.
Ensures staff deliver timely, clear, and compliant responses to permit applications and to stakeholder questions.
Leads Community Development functions which include relaying information and coordinating services among Building Inspections, Planning, Public Utilities and Public Works.
Develops and maintains a reputation for impeccable customer service and positively represents the County to constituents.
Provides expert interpretation of permit-related laws and regulations.
Collaborates with partnering departments to maintain a shared interpretation of laws and regulations and to plan consistent interpretation communications with external stakeholders.
Selects, supervises, develops, and evaluates Community Development employees.
Oversees and participates in the selection, maintenance, and replacement of permit intake and processing technology.
Determines permit application evaluation tools, including GIS modules, and oversees tool access and ongoing training.
Coordinates responses to constituent complaints.
Prepares and monitors the division's annual budget.
Reviews and authorizes purchase requests, in accordance with policy and internal controls expectations.
Coordinates recordkeeping and ensures adherence to retention and destruction schedules.
Oversees division timekeeping.
Serves as a working supervisor as needed.
Performs other duties as assigned.
Minimum Qualifications
Education: Four (4) year or higher degree in a job-relevant such as planning, public administration, or civil engineering. Experience: Four (4) years of job-relevant work experience, including three (3) or more years supervisory experience. OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.

Valid driver's license to perform assigned duties at various locations.
May be required to travel, work a flexible or on-call schedule, or be designated as essential personnel.
