The Director of Community Integration works under the leadership of the Chief Operations Officer (COO) and within federal, state, and local guidelines performs highly advanced managerial work providing direction and guidance in strategic operations and planning.

Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others.

Under the direction of the COO, the Director of Mental Health Community Integration Services plans, develops and oversees the 24/7 Crisis Residential Unit (CRU), Texas Correctional Office on Offenders with Medical and Mental Impairments (TCOOMMI) Program, the Connections, Housing Program, and the Local Outreach to Suicide Survivors (LOSS Program). This position has four direct reports that the Director of Mental Health Community Integration Services is responsible for in addition to other complex administrative functions as assigned.

This position facilitates the development and maintenance of policies and procedures to ensure that there are processes in place to be used in improving services with established outcome measures. Ensures compliance with third-party reviews/audits (local, state and federal). This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Education, Training, and Experience

  • Graduation from an accredited four-year college or university with a master's degree in a human services field required.
  • A minimum of two (2) years of Mental Health experience required.
  • Two (2) years of experience in a community behavioral health system monitoring and evaluating service delivery.
  • A minimum of three (3) years of supervisory experience is required.

Registration, Certification, Licensure, and Other Qualifications

  • Active license through the state of Texas as a: Licensed Professional Counselor.
  • Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
  • Must possess and maintain a valid driver's license and automobile insurance.
  • Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
  • Successful completion of all position-specific training within thirty (30) days of employment is required.

Knowledge, Skills, and Abilities

  • In-depth understanding of mental illness etiology, diagnosis and treatment modalities.
  • Extensive knowledge of Texas Administrative Code (TAC) and Health and Human Services Commission (HHSC) standards and guidelines.
  • Thorough knowledge of local, state, and federal laws pertaining to program areas and governing agencies.
  • Expertise in public administration principles and management practices.
  • Proficient in strategic system planning and implementation.
  • Comprehensive understanding of Medicaid and Medicare regulations with strong knowledge of compliance requirements.
  • Excellent verbal and written communication across diverse stakeholder groups.
  • Strong analytical skills to identify challenges, evaluate options, and implement effective solutions.
  • Ability to develop and present concise reports and executive summaries.
  • Strong leadership and delegation abilities to maximize team and program efficiencies.

Essential Duties

The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.

  • The Director will manage the Mental Health Community Integration Services and respective contracts.

  • o Department and Program goals align with the Center's strategic plan.

    o Collaborates with COO on key performance indicators and communicates status with COO.

    o All contract requirements are met and reports submitted by the required due date.

    o The Senior Director manages program budgets appropriately including providing suggestions and/or proposals to improve fiscal efficiencies.

  • The Director will guide and manages the Center's community integration programs and supports quality management system.

  • o Programs include:

  • Texas Correctional Office on Offenders with Medical and Mental Impairments (TCOOMMI)
  • Connections/Housing
  • Crisis Residential Unit (CRU)
  • The Director will provide leadership in support of Denton County MHMR Center.

  • o Attends Center events both during and outside of business hours as assigned by Chief Operations Officer (COO).

    o Serves on the Executive Leadership Team.

  • The Director will provide and/or coordinate after-hours coverage for CRU, as needed.
  • The Director will provide coverage as needed for TCOOMMI that may include:

  • o Review and coordination of Referrals by accessing the TCOOMMI portal.

    o In the absence of the Program Manager (PM), Continuity of Care Worker (COC), and Intensive Case Manager (ICM), the Senior Director (SD) may need to function in the role temporarily until all positions are filled or an alternative plan is in place.

    o The Senior Director is expected to have the same clearance and access to TCOOMMI website/portal to help support any of the job functions in the absence of any position.

  • The Director will ensure all vacant positions are posted timely and filled in compliance with Center procedures and timelines.
  • The Director will provide individual written supervision for the staff supervised by the position, as needed.

  • o Supervision of direct reports is expected to occur a minimum of one time per month.

    o Supervision will provide guidance for outstanding needs of staff and contractors. (i.e. Review documentation for accuracy and content or provide input).

    o The Senior Director will effectively communicate with staff the information that is needed for supervisors to effectively manage their teams and programs.

    o Supervisions will be documented and signed by both parties.

    o Supervisions are saved on Common Drive that is accessible for key leadership including COO and other appropriate leadership.

  • The Director will complete Performance Evaluations within required timeframes and provide accurate depiction on employee's performance and outline goals for improvement if needed.
  • The Senior Director will ensure employees comply with education and training requirements. It is the expectation that the Sr Director and all employees within their reporting structure complete all required trainings on or before the due date.
  • The Director will ensure that employees are trained to perform their jobs and that various requirements of the position are communicated to the employee.
  • Senior Director will address performance issues and ensure that the staff is operating within acceptable Center guidelines.
  • The Director will support the Center in efforts to reduce bed day utilization, including diversion from inpatient and jail.
  • The completes CRU assessments, as needed.
  • The Director participates in the Center's Zero Suicide Initiative.
  • The Director assists individuals served during a crisis episode by ensuring they are linked to appropriate Center programs (Mobile Crisis Outreach Team, Psychiatric Triage, Crisis Prevention Team, etc.).

  • o Remains with individuals experiencing a crisis as needed.

    o Completes CSSRS Since Last Visit at each contact with individuals served to determine risk level and ensure appropriate referrals.

    o Openly asks questions regarding suicide risk to ensure accurate and thorough information is obtained.

    o Provides additional support to individuals identified as at higher risk for suicide.

    o Educates individuals and staff on the Suicide Care Pathway.

    o Debriefs with direct and indirect reports when there is a suicide death of an individual served or Center staff.

  • The Director will supervise the LOSS Coordinator and provide support and coverage as needed.
  • The Director performs additional duties as assigned.
  • Participates in the Center's Zero Suicide Initiative.

  • o Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.

    o Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of the crisis situation.

    o Participates in debriefing sessions with the immediate supervisor or designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies are followed.
