The Director of Compliance plays a critical role in the continued stability of The Arc Montgomery County. Reporting to the Chief Executive Officer, the Director of Compliance has primary responsibility for ensuring compliance and mitigating risks in identified areas of the organization. The Director of Compliance should create of culture of compliance throughout the organization. The Director of Compliance is a member of the Leadership Team and will work collaboratively across the organization. The Director of Compliance is responsible for supervising the Funding Compliance Specialist and the Compliance Specialist.

JOB-SPECIFIC DUTIES AND RESPONSIBILITIES-

STRATEGIC LEADERSHIP
Develop and execute a comprehensive compliance strategy that supports the organization's goals and mitigates risks in designated areas
Provide visionary leadership to the compliance team, fostering a proactive and collaborative approach to compliance management
Serve as a role model for ethical behavior and decision-making within the organization.
Encourage and support employees in reporting compliance concerns and ensure that all reports are investigated and addressed appropriately

POLICY & COMPLIANCE
Stay abreast of regulatory changes including, but not limited to, COMAR, Centers for Medicare and Medicaid Services (CMS), and PolicyStat, to ensure the organization's compliance framework remains current and effective
Oversee the creation and implementation of compliance policies and procedures, including but not limited to, Medicaid compliance
Ensure all policies and procedures are communicated effectively to employees and that training programs are in place to promote understanding and adherence

RISK MANAGEMENT
Identify, assess, and prioritize compliance risks, and develop strategies to mitigate risks
Conduct regular compliance audits and risk assessments to ensure ongoing adherence to regulatory requirements
Participate in standing committees such as Reportable Incident Committee, Safety Committee, and Collision Review Committee

COMPLIANCE & ETHICS MANAGEMENT
Serve as the organization's HIPAA Officer
Manage the organization's Whistleblower Hotline
Promote awareness of ethical reporting

COMPLIANCE BREACH MANAGEMENT
Ensure reports to the whistleblower hotline are logged and tracked
Ensure breaches of protected health information (PHI) are logged and tracked
Conduct thorough investigations into reports of unethical behavior and breaches of PHI
Report results to outside entities as needed

SUPERVISORY LEADERSHIP
Recruit, interview, hire and train new staff in the department
Manage daily workflow and provide constructive performance evaluations
Address disciplinary action and termination of employees in accordance with organization policy

MONITORING & REPORTING
Establish and maintain systems for monitoring compliance activities and reporting on compliance performance
Provide regular updates on compliance issues to the organization's leadership team

BUDGETING & RESOURCE ALLOCATION
Develop and implement the departmental budget
Allocate resources effectively to support compliance initiatives
Work collaboratively with adult services programs to ensure funding is maximized for the organization

CONTINUOUS IMPROVEMENT
Establish channels for employees to provide feedback on compliance processes and suggest improvements
Use feedback to make improvements to the compliance program

Other incidental and occasional duties which are reasonably within the scope of this position may be assigned or required by the supervisor, particularly during urgent situations.

QUALIFICATIONS:
  • Master's degree plus five years of relevant professional experience; OR bachelor's degree plus seven years of relevant professional experience. Four years of experience must be at a supervisory level.
  • Commitment to a high standard of ethics and protecting confidential information.
  • Effective verbal and written communication skills.
  • Proficiency in MS Word, Excel, Outlook and financial/accounting systems.
  • Ability to read and write fluently in English and have a good understanding of the English language.
  • DDA experience preferred

Salary range will be $88,101 - $92,562 annually depending upon experience and education + Benefits
