Anticipated salary range: $115,000 - $130,000 annually, dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System

NATURE OF WORK: Under general direction of the Board of Supervisors through the County Administrator or designee, performs administrative professional work of unusual difficulty in planning, organizing, directing, and managing the activities of the Development Services Department. Responsible for fraud prevention, detection and deterrence. Performs related duties as assigned.

TYPICAL DUTIES: (Illustrative Only) Manages and oversees a department with three major divisions - Planning/Rural Addressing, Building and Zoning; provides administrative direction to division directors; develops plans for growth and development of the county; participates in economic development efforts for the county; oversees the contracts and Federal Aviation Administration grants related to county airports at Bisbee - Douglas International and Cochise County Airport in Wilcox; manages other grants from state or federal government as available; makes employment decisions and evaluations; prepares and implements budgets; facilitates policy; prepares reports; makes presentations to Board of Supervisors and Planning and Zoning Commission; coordinates county policy positions with other departments; directs a comprehensive planning process; consults with developers and other agency officials on specific projects; drafts and reviews regulations. This position requires an individual who can work in a fast paced, high stress environment and who possesses strong communication skills.
Minimum Qualifications
A Bachelor's Degree in urban or regional planning, architecture, or a closely related field from a regionally accredited institution of higher learning recognized by the US Department of Education; five (5) years of increasingly responsible managerial experience, three (3) years of which must be in a professional planning environment; must possess and maintain a valid Arizona Driver's License and the ability to be covered by county insurance.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.

Thorough knowledge of:
- the laws, rules, and regulations affecting building, planning, and zoning;
- principles and practices of community, urban, and regional planning and zoning;
- principles and practices of the budgetary process;
- principles and practices of management and supervision;
- effective written and verbal communication skills with elected officials and the public-at large.
Considerable knowledge of:
- principles and practices of the planning process;
- census tracking techniques and applications;
- principles of economics;
- principles of grant management.
Good knowledge of:
- building code practices and principles;
- geographic information systems.
Good skill in:
- relating with the media;
- meeting deadlines;
- working cooperatively with public officials and private sector community leaders;
- compiling statistical information and preparing reports.
Ability to:
- follow written and verbal instruction;
- read, write and speak English;
- establish and maintain effective working relationships with employees, other agencies, and the public;
- plan, assign, and direct the work of subordinates;
- adapt to flexible, changing, and diverse responsibilities.
WORK ENVIRONMENT:
Work is primarily performed under general supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls. Office locations in Sierra Vista and Bisbee, with travel throughout the county and out of the county as required. May require working evenings and weekends.
PHYSICAL REQUIREMENTS:
Essential functions of this position require: lifting up to 10 pounds, manual dexterity, ability to communicate.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting majority of time; walking and standing are required only occasionally, and all other sedentary criteria are met.
Mental Application: Utilizes memory for details and verbal instructions, requires emotional stability, critical thinking, adaptability and creative problem-solving skills.
