Job Description
POSITION: Director of Elementary Education
IMMEDIATE SUPERVISOR: Superintendent or Designee
EMPLOYMENT TERM: 261 days annually, pursuant to WV Code 18-5-45.
SALARY: Pursuant to WV Code 18A-4-2, in accordance with
Mason County Teacher Salary Schedule, commensurate with experience and education level
EVALUATION: Performance in this position will be evaluated by immediate supervisor and in accordance with WV State Code 18A-2-12, WV State Board Policy 5310, and Mason County Board Policy
JOB SUMMARY: To provide leadership, coordination and support for learning programs and activities in order to ensure delivery of high quality programs to Elementary students throughout the District.
PERFORMANCE RESPONSIBILITIES:
  • Direct and coordinate the planning, implementation, and evaluation of relevant elementary education programs
  • Assist in the formulation and administration of policies and regulations pertaining to the elementary school education program
  • Assist in providing information on elementary school instructional and special programs budgetary needs
  • Recommend to the Superintendent assignment, transfer, promotion, demotion, retirement, or discharge of elementary school principals, teachers, and service personnel employees
  • Determine staff needs in each elementary school
  • Establish means of dealing with elementary school public irregularities (disciplinary problems, truancy, etc.) and develop effective preventative measures to recognize and deal with potential problems
  • Interpret county and state policies as they affect elementary schools
  • Prepare all required reports and maintain all appropriate records
  • Supervise assigned personnel, conduct annual performance appraisals, and make recommendations for appropriate employment action
  • Work with principals individually and in groups in planning and administering the instructional program through:
  • Attendance at school-level planning sessions
  • Attendance at teacher conferences when requested
  • Teacher observations, evaluations, and remediation plans
  • Identification and evaluation of instructional materials
    • Assist school principals as needed in the recruitment, selection, and placement of school-based instructional personnel
    • Assist the principals and instructional staffs in the use of achievement and assessment tests in long-range planning
    • Provide creative leadership by:
  • Establishing communication and rapport with principals and schools staffs
  • Providing expertise based on experience and research
  • Assisting in short and long-range planning
    • Maintain a close working relationship with school administrators to ensure the information exchange, coordination of efforts, and general support for the decision-making process
    • Approve requisitions for supplemental instructional supplies and equipment furnished to elementary schools by the county board of education
    • Assist in the selection of textbooks and instructional materials for adoption in the elementary schools
    • Make enrollment projections for elementary schools
    • Issue bulletins of information to all elementary school principals
    • Assist in investigations of all complaints against the system, document the conditions, and make appropriate recommendations
    • Appear before civic and professional groups
    • Confer with students and parents of students who have been suspended from school
    • Constantly evaluate the procedures and effectiveness of all elementary schools and make recommendations to the Superintendent to bring about changes for improvements
    • Visit each of the elementary schools regularly to make recommendations to principals concerning organization for instruction, management of building facilities, and personnel
    • Coordinate contests and student recognition programs at the elementary level
    • Work with appropriate personnel in the planning, modification, and construction of school facilities
    • Assist in the development, implementation, and evaluation of staff development activities
    • Keep informed of current trends in education through reading, research and attendance at out-of-county educational meetings to ensure and effective educational program in the County
    • Attend board meetings as directed and provide assistance in carrying out board policies
    • Provide assistance in procedures and problems related to: student governance and student rights; legal questions; grievance procedures; breaking and entering; and civil action
    • Demonstrated ability to work effectively with people
    • Perform other duties as assigned by the Superintendent of Schools


    QUALIFICATIONS: Valid West Virginia Administrative certificate, pursuant to WV Code 18A-3-2; Criminal background check conducted pursuant to WV Code 18-5-15cand/or 18 A-3-10, as appropriate; Meet the qualifications outlined in WV Code 18-A-3-2a.

    • Masters degree in educational administration (preferred)
    • Minimum of five (5) or more years of successful classroom teaching experience in grades Pk-6 (preferred)
    • Minimum of three (3) years of administrative experience (preferred)
    • Knowledge of best practices used in elementary education
    • Knowledge in county and state policies as they affect school systems

    WORK ENVIRONMENT:
    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Most commonly, the educational setting is indoors with outdoor settings for recess and field trip activities. The noise level in the work environment is low to moderate (20-60 dB). Exceptions include gymnasiums as well as vocational/ technical laboratories where the noise levels may be moderate to loud (60-90 dB).
