Job Description

Performs complex protective service and administrative work managing and directing all activities of the Emergency Services Department, and related work as apparent or assigned. Work is performed under the general direction of the Assistant County Manager. Departmental supervision is exercised over all personnel within the department.

Position Responsibilities

  • Plans, develops, and manages all aspects of emergency services in accordance with Federal, state, and local requirements.
  • Coordinates with outside on funding, training and planning matters in relation to emergency services.
  • Evaluates staff performance; takes personnel action and implements disciplinary actions; counsel staff regarding performance and employee personnel policies.
  • Prepares annual budget and monitors expenditures.
  • Prepares grant applications for state and federal funding of emergency management services.
  • Conducts public outreach and public relations activities pertaining to emergency management.
  • Compiles data, prepares reports, and maintains files.
  • Answers questions and resolves complaints.
  • Performs related tasks as required.

Qualifications

Thorough knowledge of modern emergency management, emergency medical and fire-rescue methods; thorough knowledge of the use and operation of a wide variety of emergency response apparatus; thorough knowledge of laws, rules and regulations relating to emergency/disaster operations ; ability to plan, initiate and carry out long term programs in emergency response administration, employee training and hazard mitigation/prevention; ability to plan, assign and coordinate activities performed by a large group of employees and volunteers in varied emergency response work; ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates, County officials, military facilities, outside agencies and the general public.

Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking, reaching with hands and arms, pushing or pulling and lifting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives, exposure to vibration, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a quiet location (e.g. library, private offices).
Education, Experience, and Special Requirements

Bachelor's degree with coursework in emergency management, public safety, or related field and extensive experience of a wide and progressively responsible nature in the emergency management field including considerable management experience, or equivalent combination of education and experience.

Special Requirements:
Must possess a North Carolina Emergency Management certification.
Valid driver's license

Vision insurance is provided by MetLife to full-time employees and covers a variety of materials (contacts and glasses frames/lenses) and an annual eye exam.

North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k
The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.

Sick Leave
Regular full-time employees earn 12 days of sick leave per year.

Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

Teladoc Mental Health Services
The County provides Teladoc Mental Health Services to help employees and their families with personal, family and job-related problems such as depression, and substance abuse concerns.

Supplemental Benefits
County employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
