Description
Under the guidance of the Executive Director of Facilities Management, this position is responsible for the administrative oversight of the Environmental Health and Safety Office. Duties include coordination and participation in the operation of a 24-hour, 7-day-a-week unit that monitors and controls all safety activity in university facilities and addresses all institutional safety programs required to keep SIU School of Medicine in full compliance with federal, state and local safety and environmental regulations.

Examples of Duties
I. Administration - 100%
1. Direct and participate in the activities of the SIU SOM Environmental Health and Safety Office which include but are not limited to the following: Review, draft and submit through the Infections Control and Safety Committee (ICSC) new and existing safety policies and programs to meet state and federal regulations and the needs of SIU School of Medicine. Oversee the implementation of all SIU School of Medicine safety policies and programs by ensuring all employees receive the necessary training and that all tracking and reporting is done in accordance with state and federal regulations. Maintain an awareness of SIU School of Medicine programs and conduct formal and informal inspections and discussions with appropriate SIU School of Medicine personnel regarding safety improvements and/or deficiencies in their area.
2. Develop the operational procedures of the Safety Office, including shortrange planning, long-range planning, and scheduling. Prepare management reports, analyses, data and information for administrative purposes. Along with fiscal staff in Facilities Management, develop budgetary requirements, assess operational efficiencies and recommend/implement budget changes and short and long term strategic plans for implementing safety programs.
3. Coordinate and conduct an ongoing program for University personnel, aimed at encouraging good safety practices and educating individuals in the steps to be taken in an emergency. This should include, but not be limited to planning and conducting regular fire drills in all University owned or leased facilities; Coordinating efforts and plans to identify, isolate or eliminate hazardous operations, materials or processes. Work closely with appropriate administrative personnel and Physical Plant staff in the identification and correction of hazards to personal health and safety.
4. Direct the recruitment, training, evaluation, professional development, discipline, and management of work assigned to professional and support staff. Develop and be a part of a service oriented team that fosters a positive attitude about the Safety Office and SIU School of Medicine. Instill these attitudes and actions in all Safety personnel.
5. Serve on School of Medicine committees and task forces as required.
6. Capital Projects: Coordinate with all capital projects. As the Authority Having Jurisdiction
(AHJ) this office will be responsible for reviewing design and construction plans and contracts for University and governmental health/life safety code compliance. Inspect work in progress and at completion to insure adherence to the codes & contracts. Producing activity reports. Issuance of the building occupancy permit, etc.
7. Fire/Life Safety Compliance: Develop, implement, inspect, and maintain fire/life safety compliance in accordance with NFPA life Safety Codes including but not limited to; building means of egress/exit, fire alarm systems, fire sprinkler systems, emergency lighting, fire doors, fire extinguishers, building generators, etc.
8. Environmental Hazards: Prepare environmental assessment reports and environmental impact statements as appropriate. Develop, implement, inspect, monitor, and maintain environment health / environmental protection compliance to include; asbestos, mold, indoor air quality, mitigation efforts, asbestos abatement team for small limited in-house abatement work, records database of all asbestos on Campus (ceiling tile, fireproofing, mastic, flooring, etc).
Test, or arranges for testing, for potentially hazardous situations or the presence of hazards. Ability to work safely and direct others to work safely with asbestos. Gather data, develop abatement projects, write specifications, conduct project bids, & direct projects to successful and timely completion.
9. Ensure compliance with and enforcement of the environmental health laws, rules, and regulations of the IDPH and County health department regulations. Food safety training & inspections of permitted food service establishments on campus.
10. Other duties as assigned.
Qualifications
1. Bachelor's degree in chemistry, environmental health and safety or related field.
2. Seven years supervising the work of a professional staff or process within the specialization of Environmental Health, Occupations Safety, Biology, Industrial Hygiene or Health and Safety related field.
Preferred Qualifications
1. Master's Degree in chemistry or a related field
2. Possess or be eligible for professional registration
