WORK SCHEDULE: This position is full-time regular and exempt and requires the ability and willingness to work nights, weekends, and holidays when needed, as well as being On-Call in the event of emergencies.
POSITION SUMMARY: Under the supervision of the Chief People & Culture Officer, the Director of Facilities is responsible for administration and oversight of all facilities and maintenance Agency properties (owned or leased), oversight of the vehicle fleet, maintenance contractor management, and day-to-day facilities operations at individual facilities. The Director of Facilities oversees budgets, grants, and schedules; conducts and supervises maintenance and repairs; and ensures compliance with state and local health and safety standards.

The Director of Facilities oversees budgets, grants, and schedules; conducts and supervises maintenance and repairs; and ensures compliance with state and local health and safety standards.
ESSENTIAL RESPONSIBILITIES:
- Foster an environment of proactive administration through the development and management of facility capital needs assessments.
- Provide forecasting for future capital investment projects.
- Make regular inspections of properties and equipment and determine needed repairs and/or specialized maintenance.
- Assess and determines steps needed for preventative maintenance at facilities.
- Leading site emergency and safety procedures. Work in collaboration with program teams and HR on staff training and a compliance framework to attend to risk, liability, and safety.
- Coordinate and supervise all maintenance issues and schedules.
- Ensures accuracy and timely completion/approval of all facilities paperwork including but not limited to invoices, timesheets, and vendor agreements.
- Conduct inspections of facilities, make recommendations and/or communicate required actions and follow-up, and work closely with program leadership to support them through communications, trainings, drills, and events.
- Review and prioritize maintenance work orders and monitor all assigned maintenance jobs on a regular basis to ensure timely completion.
- Oversee work projects associated with construction and remodeling work.
- Prepare and present project work plans and project updates to Chief People & Culture Officer.
- Develop and implement goals, priorities, and action plans to ensure effective and efficient operations of the Facilities department.
- Lead the writing and establishment of department standards, policies, and procedures in support of programs and agency goals.
- Evaluate and refine facilities management policies and practices in collaboration with other leaders to address emergencies involving natural disasters, accidents, and wrongdoing, as well as recovery from resulting property loss.
- Monitor compliance with agency/program regulations and contract expectations. On a scheduled basis, ensure facility, equipment, and grounds maintenance and cleanliness meets licensing, health, and safety codes and standards.
- Oversee the vehicle fleet management and ensure regular and routine maintenance and special repairs of agency vehicles.
- Manage facilities planning and work with programs on space allocations for staff and clients.
- Ensure the efficiency and functionality of all building systems across the portfolio of properties.
- Manage maintenance vendor contracts and relationships.
- Participate in the hiring, supervision, and mentorship of staff, ensuring clear understanding and execution of job requirements and obligations.
- Provide ongoing supervision to facilities staff, and appropriate oversight of maintenance contractors and vendors when performing facility maintenance projects.
- Coordinate and perform if needed regular and emergency repairs in compliance with local and state health, fire, and safety codes.
- Interface with and present to the Board of Trustees and its various committees, primarily the Real Estate Committee.
FINANCIAL MANAGEMENT
- Develop and manage annual facilities and capital budget.
- Monitor and analyze labor/supply costs for each assigned job.
- Seek out and negotiate for competitive prices/bids of suppliers and vendors.
- Oversee the development of consultant requests for proposals for facilities maintenance services and the advertising and bid processes in accordance with Uniform Guidance.
- Ensure all employees work in accordance with OSHA/WISHA regulations to avoid fines.
CUSTOMER SERVICE
- Display excellent customer service, courtesy, and respect to employees, vendors, and customers.
- Collaborate and work with departmental directors on major projects that impact programs' functions and direct service delivery.

QUALIFICATIONS -
MINIMUM REQUIREMENTS:
- BA degree in related field and 3 or more years of relevant experience, or an equivalent combination of education and experience.
- 3 or more years of management experience required.
- Knowledge of home appliances, electrical units, plumbing, dry wall, carpentry, etc.
- Knowledge in the use of drill, drill press, a variety of saws, routers, hammer drill, electrical multi-tester, conduit tools and assorted hand tools.
- Ability to use relevant technology to improve business processes.
- Experience at compiling and following strict budgets.
- Previous experience in maintenance supervision or related field.
- Knowledge of safety and risk management compliance.
- Attention to detail, strong written and verbal communications.
- Able to multitask, prioritize and mange time efficiently.
- Self-motivated and self-directed.
- Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.
CONDITIONS OF EMPLOYMENT:
- Must be able to provide I-9 supporting documentation for employment.
- Ability to obtain current TB Test (results must be within one year of hire date.)
- Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver's License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3-years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
- Successful completion of pre-service trainings as required by contracting agencies. Trainings such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
- Computer software skills including Windows, Microsoft outlook, Microsoft Word and Excel.
- Strong verbal and written communication skills.
- Ability to accurately maintain and produce files, records, logs and reports.
- Available to be "on-call" when requested and promptly respond to work order requests.

PHYSICAL REQUIREMENTS:
- This is a position requires frequent walking, standing and climbing of stairs in/around properties. Must also can operate computer equipment, speak, hear, bend, stoop, reach, lift, and move and carry up to 25 lbs. independently and 50 lbs. with assistance. Finger dexterity is necessary. Rare or regular travel may be required to assist other properties as needed, attend training classes, business meetings, or other situations necessary for the accomplishment of some or all of the daily responsibilities of this position.
- Work environment can be indoors in an office, or outdoors in various weather conditions.
