QUALIFICATIONSBachelor's degree in Accounting or Business Management, Master's degree preferred Three years' experience in Governmental, school district accounting (preferred) or auditing within the past five years One year in a supervisory accounting position or governmental accounting field within the past five years Experience working with Uniform System of Financial Records (USFR), School Finance, and Federal Compliance - 2 CFR 200, preferred Working knowledge of Arizona Revised Statutes - Title 15 Knowledge, skill and or experience in the implementation of Positive Behavior Intervention Supports (PBIS) strategies or be willing to receive training in those strategies Ability to obtain a valid Arizona IVP Fingerprint Clearance Card

PRIMARY DUTIES AND RESPONSIBILITIES
The Director of Finance is responsible for providing sound fiscal management in the operation of District financial matters, including the development and management of the District budget, controlling all the financial transactions of the District, ensuring that all revenue and expenditures are properly recorded and accounted for, and preparing pertinent reports on the financial condition of the District.Analyze, implement, and administer the budget and all financial activity, including review and approval of expenditures, preparation of monthly reports, revision of budget, and consultation with principals and department heads to ensure budget conformity. Establish and maintain appropriate financial records in compliance with Uniform System of Financial Records (USFR). Keeps informed of and enforces laws and regulations affecting financial transactions and reporting. Supervise the preparation of bi-weekly payrolls and the development of payroll record-keeping systems. Direct the accounts payable and accounts receivable areas. Monitor cash flow, formulate forecasts and direct the investment of surplus funds. Works closely with County officials in establishment of property tax rates. Provide oversight of the District's food service program Review and monitor reporting and applying for Federal and State grants. Monitor Federal Impact Aid and the surveys and Federal Impact Aid applications. Review and monitor cash reconciliation to the County Treasurer. Direct the financial related efforts of bond and any budget override elections, including coordination with consultants, legal counsel and State/County officials in preparation of documentation. Develop and maintain a system of property control for district land, buildings and improvements. Serves as coordinator for all phases of District financial audits, including review evaluation and implementation of audit recommendation. Review and evaluate the District casualty/liability insurance program and recommends coverage. Maintain insurance records and oversees insurance-related functions. Conduct cost studies, prepares special financial reports for various government agencies and prepares other reports as directed by the Superintendent. Supervise the financial affairs of the District including handling of all funds, accounting and reporting procedures and long-range planning. Implement accounting procedures for the purpose of maintaining accurate records and internal controls throughout the district. Keep unit principals and department heads appraised of current budget status and make monthly budget and financial reports to the governing board through the District Superintendent. Prepare financial reports as required by State and Federal agencies having jurisdiction over school funds. Monitor budgets and expenditures for the purpose of ensuring that allocations are accurate related revenues are generated, expenses are within budget limits and/or fiscal practices are followed. Assist in the recruiting, screening, interviewing and recommendations for employment of personnel to serve within the department, provide in-service training as necessary for all staff within the department. Supervise department personnel for the purpose of ensuring that department and District work goals are achieved and performance is maximized.

WORK ENVIRONMENT
Indoor office environment. This position regularly works indoors. The noise level in the work environment is quiet to moderate and may become excessively noisy at times. Will have substantial contact with staff and the public.
ORGANIZATIONAL RELATIONSHIPS
The Director of Finance reports to the Superintendent and serves as a member of the Cabinet.The Director of Finance will interact cooperatively with all other staff positions. All elements of good human relations will be practiced.
TERMS OF EMPLOYMENT
STARTING SALARY: $75,000 - $90,000 annual
WORK YEAR: 12 Month Contract
