JOB QUALIFICATIONS:
- Minimum of a Bachelor's Degree in Accounting from an accredited university
- Possess or qualify for the Michigan School Business Officials Chief Financial Officer Certification
- Minimum of five (5) years practical work in the accounting field; experience in school financial accounting desirable
- Experience with software and operations of computerized financial accounting systems
- Excellent communication (oral, written and listening) and interpersonal relations skills
- Demonstrate leadership abilities and skills in staff supervision
SPECIFIC RESPONSIBILITIES:
- Responsible for budget development, administration and long-range financial planning along with any justifications as may be required by the Superintendent or Board of Education
- Develop budget guidelines and assist key administrators in review of the budget
- Prepare projections of revenue and expenditures
- Supervise and direct proper methods of handling school funds, keep proper records and accounts in accordance with state law and accounting principles
- Prepare both routine and issue specific financial reports, analyses and recommendations for the Superintendent and Board of Education
- Prepare all State required financial reports; ensure that report formats meet all State, local and in-district reporting requirements
- Provide direction and support in purchasing to administration
- Prepare or assist in the preparation of all bidding documents for the purchase of capital assets or other non-facilities/construction related needs of the district
- Facilitate annual financial statement and schedule of federal award audits
- Authorize all purchases, equipment leases and service contracts for the school district
- Ensure compliance with bond and sinking fund financial requirements
- Administer a budget control system
- Arrange for the internal auditing of ancillary school accounts
- Monitor all revenues and expenditures ensuring fiscal integrity is maintained in all funds
- Ensure compliance with adopted budget limits and district operational spending objectives
- Responsible for the administration of all the business office functions to include:
- Assist with the negotiations of certified- and non-certified employee contracts

2. Fiscal Administrative Responsibilities
- Supervise administration of the school lunch program
- Assume responsibility for evaluating Business Office staff and programs
- Serve at the request of the Superintendent to attend and participate in district Board of Education meetings and workshops, committees and special events
- Organize and record minutes of the workshop occurring the morning of the Board meeting
- Meet regularly with the Superintendent for planning, evaluation and problem solving to ensure viability and excellence for the district
- Serve as the district's liaison to the Michigan Department of Education regarding financial and business office matters
- Meet regularly with the district administrator for planning, evaluation and problem solving for the district, specifically in the areas of finance and other business office matters
- Assess instructional/personnel needs of district and recommend budgetary allocations to the Superintendent
- Represent the school district on a local, state and national level on matters pertaining to the business office
- Serve as representative of Marshall Public Schools in community activities and organizations
- Act as liaison for communicating and interpreting financial and operational information to district, public and media
- Serve as one of two school representatives on the LDFA
- Serve as school representative on MAEDA
- Participates with county and state organizations in staying abreast of school finance reform and other district-related financial or business office issues
