Compensation:

Director, Office of Financial Management, Department of Administration

This position serves as the head of the Office of Financial Management (OFM) within the Department of Administration. This is an Executive-level position.

OFM serves as the central budgeting and accounting Office for all other Offices within the Department of Administration, as well as for numerous non-Cabinet agencies within the Executive Branch through the State Agency Service Center, including the Governor's Office.

OFM coordinates the development and submissions of the Department's budget to provide an agency-wide perspective on policy, revenue and expenditure issues. This includes budgeting monies for debt service and then coordinating and ensuring the payment of that debt service on the various bonds that have been issued through the Department for state purposes.

The Office is also involved in the development of the various rates charged to other state agencies for centralized services, including responsibility for developing the Statewide Cost Allocation Plan (SWCAP) for state agencies that receive federal monies through the United States Department of Health and Human Services. OFM also manages the Master Lease Program, as well as tracks certain legislation and provides fiscal notes as appropriate.

This position requires a leader with sound understanding of business management and an extensive knowledge in managing all manner of financial activities. This position will proactively work with the Secretary of Administration, Office Directors and heads of customer agencies to implement financial practices that are not only compliant with all approved policies and regulatory requirements but maximized to accomplish the operational needs of each customer.

Duties and Qualifications:
  • Work directly with all Department of Administration business units and customer agencies to facilitate budget and accounting processes
  • Provide regular reporting on the budget program and strategic financial guidance to leaders and state executives
  • Ability to act calmly and competently in high-pressure, high-stress situations
  • Must be a critical thinker, with strong problem-solving skills
  • Exhibit excellent analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives
  • High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgment and maturity
  • High degree of initiative, dependability and ability to work with little supervision
  • Experience in managing staff and assigning duties
  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate financial related concepts to technical and nontechnical audiences
  • Knowledge of the State of Kansas SMART system is a plus
  • Experience with Payables/Purchasing
  • Experience with Invoicing and cash receipting a plus
  • Proven track record and experience in developing financial policies and procedures, as well as successfully executing programs that meet the objectives of excellence in a dynamic environment
Education and Experience:

Eight years of experience in professional accounting/auditing work, fiscal/budget, legislative or administrative data and five years' experience in a management/leadership position. Education may be substituted for experience as determined relevant by the agency.
