Director of Health Information Management

Reports to: Executive VP, Finance

Department: Health Information Management

BROAD FUNCTION:

Responsible for overall coordination and management of the organization's medical records and coding. The director oversees the Hospital HIM program ensuring that appropriate policies, processes, and safeguards are in place and in compliance. The director provides management of the coding process for reporting of final diagnosis codes and oversees activities relative to documentation, retrieval, storage, and destruction of all organizational records both on and offsite. The director is responsible for HIM policies and processes and reviews and provides appropriate forms and policies as needed. The director defines and provides the necessary support and leadership to achieve departmental goals and objectives.

MAJOR RESPONSIBILITIES:
  • Directs and manages (either directly or through subordinate supervisor) operations of the Health Information Management department to ensure accurate and timely completion of scanning, coding, and all aspects of record management (assembly, abstracting, storage, and release)
  • Develops and monitors departmental goals and key performance indicators
  • Develop, implement and maintain the organization's health information management policies and procedures
  • Select and oversee the training of staff; evaluate staff performance and initiate or recommend personnel actions in accordance with the Administrative Policies and Procedures.
  • Maintain current knowledge of legislative and regulatory issues and requirements relevant to health information, including Joint Commission standards and New York State Department of Health, and Office of Mental Health codes; maintain current knowledge of medical terminology and classification of disease; participate in hospital training programs and advise other healthcare providers on health information issues.
  • Direct review of record completion and process physician notifications as required by Medical Staff rules; maintain timeliness and accuracy of health information for clinical and business purposes.
  • Develop, direct and evaluate departmental quality assurance program to ensure the quality of services rendered.
  • Maintain knowledge of new technology and systems relevant to health information systems.
  • Prepare departmental budget and monitor budget status on an on-going basis.
  • Handle inquiries from physicians, hospital staff and others; measure customer satisfaction.
  • Direct and control release of information including subpoenas, court orders and patient requests.
  • Comply with hospital, State and Federal governmental rules and regulations, policies and procedures and related reporting requirements
  • Participates in the following committees: Medical Records/ Utilization Review, Clinical Documentation, Corporate Compliance, Revenue Cycle, Joint Commission, HIPAA Privacy
  • Assure timely reporting of mandatory data to NYS Department of Health such as Tumor Registry, Birth Defects Registry, SPARCS.
  • Direct and manage Forms Management Committee to include oversight of forms building.
  • Other duties as assigned

WORKING CONDITIONS:

Ability to coordinate multiple demands on time. General office setting. Experience working with Microsoft Office suite products and materials management information systems.

QUALIFICATIONS:

Four-year college degree in related field or equivalent combination of education and experience. Eligible for certification as a registered health information management administrator (RHIA) or registered health information technician (RHIT).

Pay Range: $85,000-$105,000/annual

Employee salary is based on commensurate experience and other qualifications.
