Description

The Health Services Director is responsible for the overall strategic and operational achievements of the department, oversight and management of its programs and funding sources. The Director provides leadership and management direction to staff on overall policies and executes strategies in order to meet and advance services to the community.

Key Responsibilities
  • Manage and provide overall policy and programmatic direction to the ABCD Health Services department in conjunction with the Health Services Committee of the Board.
  • Manage the activities of the department's various service delivery programs, and act to ensure all program comply with funding source requirements, also ensure the coordination of program and community needs assessments.
  • Develop operating procedures and management systems covering department functions and program related contractual relationships.
  • Ensure accountability for grants management including federal and state grant applications, reporting requirements and fiscal operations.
  • Administer all grant awards in accordance with ABCD policies.
  • Oversee and provide timely reviews of change in laws, regulations and provisions of contracts in consultation with ABCD's legal counsel and finance department.
  • Lead implementation and management of all departmental initiatives, working collaboratively with staff, community providers, partners and residents to provide a broad base of program options and community collaborations.
  • Maintain strong working relationship with health service and advocacy programs.
  • Identify legislative and policy issues having an impact on health issues affecting low income people in order to develop strategies, and to formulate and implement advocacy and action plans.
  • Represent ABCD's interests with federal, state and private health agencies, advocacy groups and community partners concerned with low income health and related issues.
  • Undertake special projects, which will potentially have an impact on the health of the low-income population and communities in greater Boston areas.
  • Provide overall staff direction and direct supervision of management staff; develop goals, objectives, inputs and outcomes, and the timelines for both programs and services to be implemented.
  • Develop, review and maintain job descriptions, ensure annual performance evaluations for all staff, which supports a productive, professionally competent workforce in an environment respectful of personal well-being and cultural diversity.
  • Manage recruitment, hiring, termination and resolution of grievances with human resources guidelines.
  • Collaborate with ABCD staff to improve the visibility of ABCD's health programs in the community as well as with policy makers.
  • Develop strategic relationships with policy makers at the federal, state, and local level, to further ABCD's mission in the areas of public health and related issues.
  • Develop a realistic annual budget for the implementation of service delivery and other program initiatives for approval of the Executive Vice President/COO, and ensure departmental management of annual budget.
  • Prepare regular department status reports for the Executive Vice President/COO.
  • Develop a strategic plan of health services.
  • Maintain records and documents in compliance with federal, state, and local regulations.
  • Perform other related duties as assigned from time to time.

EDUCATION & EXPERIENCE:

A Bachelor's degree in public health, public administration or social sciences. Advanced degree strongly preferred. Five to 10 years of non-profit senior management experience, and supervisory experience a must. Minimum eight years of professional experience combining fiscal program management in the delivery of preventative health, family planning and other public health services preferred. Direct experience in a community health administration and community based programs operations. Experience in developing and executing department wide strategies. Experience working with national organizations, government and funders. Demonstrated experience in promoting optimal health through public health initiatives.
