The Director of Housing Services leads a department of the ACTS organization to ensure the success of the ACTS mission to foster hope, provide relief and promote self-sufficiency for our neighbors experiencing a housing crisis. The Director of Housing Services is responsible for the development, coordination, and administration of ACTS' various emergency shelter, sustainable housing, and emergency assistance services to ensure clients have the skills and resources necessary to enter and/or maintain permanent housing.

Position Title and Department: Director of Housing Services, Housing Services

Pay: $ 81,895/year ($1000 additional per year for bilingual capability in English and Spanish, French or Arabic and $1000 additional per year for additional degree of value to ACTS.)

Reports to: Chief Executive Officer

Hours per week and Schedule: 40 hours; Monday - Friday 8:00 a.m. to 4:00 p.m.,

Supervisory Responsibilities:
  • Recruits, interviews, hires, and trains new staff.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.

  • Oversee the operation and programming of all Housing Services, to include Case Management, Utility Assistance, Rapid Re-Housing, and Residential services.
  • Develop program procedures and guidelines for Housing Services in accordance with grant requirements and ACTS company policy.


  • Supervise paid staff and volunteers providing Housing Services.
  • Manage facilities and properties in collaboration with COO and Facilities Manager.
  • Prepare and submit, in a timely manner, such reports regarding program activities as may be required by various funding sources.
  • Ensure that ACTS participates and properly enters data into the Homeless Management Information System (HMIS) and other recordkeeping systems as required, reviewing client files regularly.
  • Manage the approved budget for Housing Services in compliance with funding source requirements, including tracking all funds spent on direct client assistance.
  • Assist the Chief Financial Officer with preparing the annual department budget as part of the annual organization budgeting process.
  • Coordinate with ACTS leadership regarding fundraising activities specifically benefiting the Housing Services Program, including special events and grant opportunities.
  • Serve as the agency point of contact for the CoC, coalitions, networks, and agencies dedicated to the elimination of homelessness.
  • Perform other duties as assigned.

  • Required Knowledge, Skills and Abilities:
  • Knowledge of the impact and trauma of homelessness, poverty, and their antecedents on individuals and the community.
  • Excellent written and oral communication skills
  • Skills in program development, management and financial controls
  • Skills in grant-writing and fundraising whether through governmental or private business entities.
  • Skills in therapeutic support and empathetic client service
  • Working knowledge of MS Word, Excel, Outlook, and Internet navigation
  • Ability to motivate and direct staff members and volunteers.

  • Preferred Knowledge, Skills and Abilities:

    • Direct housing experience preferred
    • Bilingual capability (English and Spanish, French or Arabic)

    Education and Experience:
    • Bachelor's in human services, behavioral sciences or an allied field, required
    • Master's degree in social work preferred.
    • Five years of experience in the human services field, including case management and supervisory oversight of case managers.
    • At least three years of supervisory experience

    Physical Requirements:
    • Prolonged periods of sitting at a desk and working on a computer.
