POSITION: Director of Human Resources

LOCATION: Neigebaur Administration Center

WORK YEAR: 2024-2025 School Year, 52 weeks per year

SALARY: Per Non-Affiliated Employee Salary Schedule ($92,000 to $126,000)

Qualifications:
  • Bachelor's Degree minimum with an emphasis in Human Resources, Labor Relations or related field or a minimum of 5 years of effective experience in Human Resources administration or a related field required.
  • Masters Degree in Administration, Human Resources or related field preferred.
  • MSBO Human Resource Specialist Certification preferred.
  • Broad knowledge and experience preferred in the areas of employee relations, labor and school employment law, collective bargaining, and employment practices.
  • Familiar with Human Resource policies, practices and compliance issues specific to K-12 public school settings.
  • Ability to maintain confidential information with integrity and sensitively.
  • Excellent written and verbal communication skills.
  • Highly organized with great attention to details.

Duties & Responsibilities:
  • Maintain standards and practices to establish and support a culture of customer service. Provides an open-door policy and confidentially so that all staff members feel welcome to discuss problems and interpretations of policy and or contract clauses.
  • Responsible for all staffing functions including posting, descriptions, recruiting, screening, qualifying and recommending candidates for positions.
  • Work in collaboration with the administration team to develop and maintain staffing plans.
  • Responsible for unprofessional conduct and criminal history record information for all staff and third-party vendors contracted by the District.
  • Responsible for the maintenance of official personnel files in compliance with all state and federal laws.
  • Responsible for employee compliance training.
  • Serve as the SCECHCoordinator. Maintain Professional Development credits for all staff.
  • Maintain staffing records including appropriate certifications and licensing, all contractual seniority lists, lay off and recall, bumping and termination documentation.
  • Maintain payroll records related to employee contracts including approval of salary step increases, longevity payments, stipends and payroll & attendance adjustments.
  • Administer provisions and advise administration of collective bargaining agreements and or District procedures dealing with staffing, probation, tenure, transfers, discipline, leave of absences, resignations, retirements, vacations, and absences.
  • Confer and counsel with administration and staff on personnel policies, grievance procedures and benefit programs.
  • Serve as the District Title IX Coordinator.
  • Conduct employee misconduct investigations and related disciplinary actions in partnership with other administration.
  • Conduct investigations for labor relations issues including unfair labor practice, Equal Employment Opportunity Commission, Americans with Disability Act complaints and state agency charges.
  • Serve as District representative for subpoenas for employment records. Respond to all Freedom of Information Act, Equal Employment Opportunity Commission, Michigan Department of Civil Rights, Unemployment Insurance Agency and Office of Civil Rights requests and charges. Attend court hearings on behalf of the District when requested. Provide pertinent information to District legal counsel including depositions, testimony and court appearances.
  • Communicate with the District's legal team as needed to seek recommendations and legal counsel on behalf of the District.
  • Administer grievance procedures in collective bargaining agreements and maintain all related records. Represent the District at arbitration, mediation and other related employee hearings.
  • Lead the negotiations process of all labor contracts and contract maintenance including review, research, preparation and compiling of all pertinent information. Responsible for review and recommendation to the Board of Education.
  • Responsible for District benefits administration including open enrollment, health, dental , and vision insurance programs, flexible spending accounts , health savings accounts, long term disability, workers compensation, unemployment compensation and Family Medical Leave Act and Affordable Care Act compliance
  • Responsible for accurate reporting of local, state, and federal reports inducing the Registry of Educational Personnel.
  • Oversee the District substitute and contracted staffing including recruitment, eligibility, placement and computer software associated with the substitute system. Serve as the District contact for third party vendors for substitute and contracted staff.
  • Oversee employee attendance in conjunction with specific contracts, Board policies and applicable laws.
  • Attends conferences, webinars and other informational meetings to maintain up to date knowledge of all personnel and related school laws.
  • Serves as a member of the Superintendent's Cabinet.
  • Attend all Board of Education meetings and provide up to date information as necessary; make presentations as appropriate.
  • Maintain department budget and work with administration on related cost savings measures.
  • Other duties as assigned.
