Director of Information Technology

Dauphin County Department of Information Technology is currently accepting applications for the full-time position of Director of Information Technology. The objective of the Director of Information Technology is to provide vision and leadership for developing and implementing technology initiatives for the County; plans and implements enterprise-wide IT systems in support of County operations in order to improve cost effectiveness and service quality; and works closely with decision makers in other departments to identify, recommend, develop, implement and support technology solutions for all aspects of the organization. Responsible for all aspects of the organization's information technology and systems. Salary is Commensurate with Experience. The Director of Information Technology is responsible for but not limited to performing the following essential functions listed below:
Participates in strategic and operational governance processing and lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization. Plans, develops, and implements County technology initiatives and solutions by coordinating needs and priorities for all departments. Presents technology plan, initiatives and projects to County Commissioners and other County management personnel as needed. Prepares annual department budget; ensures compliance for same. Develops and maintains appropriate IT organizational structure that supports departmental needs. Establishes IT departmental goals, objectives, and operations' policies and procedures. Develops business case justifications and cost/benefit analysis for IT spending and initiatives. Directs development and execution of disaster recovery and business continuity plan. Assists individual departments with technical equipment requests for budget presentation. Promotes and oversees strategic relationships between internal and external entities, including government, vendors, and partner organizations. Identifies opportunities for appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development. Supervises recruitment, development, retention, and organization of all IT staff in accordance with corporate budgetary objectives and personnel policies. Supports, manages, and administers contracts for technology spending including software and application services, while monitoring license compliance across the organization. Ensures IT system operation adheres to applicable laws and regulations. Ensures continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance. Keeps updated on current computer technology, programs and equipment and advises County management on organizational impact. Prepares grants, proposals, bids, reports and other documentation as required. Develops bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements and makes the appropriate award. Performs all other duties as necessary.

Minimum Education, Experience, and Training Requirements
- Bachelor's degree in computer science, information systems management, or business administration.
- 4-5 years working experience as a Computer Systems Analyst or 2 years in computer programming or management analysis required; knowledge of networking/communications concepts, programming and database management, and business theory and processes.
