Core Functions:
  • Serve as the Title IX Coordinator and ADA Coordinator and supervise the Civil Rights Team.
  • Supervise all investigators, Deputy Title IX coordinators, hearing officers, decision-makers, and other staff members while supporting civil rights inquiries, assessments, investigations, appeals, and sanction implementation.
  • Responsible for leading the implementation of a comprehensive plan to ensure that RMU follows relevant civil rights regulations. This includes but is not limited to Title IX, the Americans with Disabilities Act (ADA), VAWA section 304, the Drug-Free Schools and Communities Act (DFSCA), and related federal, state, and local laws and guidelines.
  • Ensure federal requirements are integrated into relevant RMU policies and procedures.
  • Remains abreast of all federal movements on policy revisions and expansions.
  • Lead efforts to ensure that all educational materials are accessible to students with disabilities, including with the Web, IT, and Learning Experiences teams.
  • Work closely with the Office of the President, Civil Rights Team, and various RMU central departments to ensure that all processes and procedures for reporting and investigating civil rights complaints follow the applicable federal, state, and local laws, as well as with all RMU policies and procedures.
  • Lead disability policy development and enforcement for disability and academic accommodations.
  • Serve as an ex-officio member of the RMU Committee on Inclusiveness (the RMU committee that reviews, approves, denies, or modifies academic accommodations requests).
  • Support, guide, and mentor students in processing applications for accommodations.
  • Assist and support faculty in providing approved accommodations.
  • Make recommendations to the Executive Committee for improvements to disability support programs and for policies that ensure compliance with state and federal regulations.
  • Remain abreast of all new and revised federal policies that affect the Americans with Disabilities Act (ADA) and its amendments.
  • Responsible for providing strategic leadership to create, implement, and assess a comprehensive plan to increase, maintain, and promote inclusion and diversity within the RMU community (students, staff, faculty, and the greater RMU community).
  • Work closely with the Department of Student Affairs, the Office of Human Resources, the Vice President of Institutional Effectiveness, the Offices of the President, the Provost, the Deans, and other RMU departments on diversity initiatives.
  • Create and direct University efforts and serve as a resource to University constituents.
  • Co-chair the RMU University Diversity, Equity, and Inclusion Committee (UDEI) to ensure diversity training for all members of the RMU community.
  • Assist with the development of ongoing campus climate assessments, both qualitative and quantitative, on current University practices and climate regarding diversity and inclusion; these will be based on a broad definition that includes gender, ethnicity, national origin, age, sexual preference, disability, and religious background, among other diversity characteristics.
  • Support, advise, and collaborate with the Office of Human Resources on equal opportunity best practices relating to search and hiring processes to recruit diverse and underrepresented groups.
  • Coordinate efforts on policy creation, support efforts, and university policies to support underrepresented populations of all RMU constituents.
  • Develop content for newsletters, social media, and other forms of diversity outreach.
  • Guest lecture or co-instruct courses as requested by academic departments.
  • Serve as a member of the Department of Student Affairs, supporting the overall mission
  • Assists VPSA by managing annual functional area assessment for ongoing improvements through the University's Planning & Self Study tool
  • Support and attend new student orientations.
  • Lead or assist with ethics, cultural competence/humility, and professionalism course presentations, including ongoing lecturing in the MPAS and DPT programs.
  • Participate in monthly meetings with Student Affairs leadership and Program Directors to discuss student success needs/concerns and create action plans.
  • Direct the campus Clery Report, including a collection of crime statistics.
  • Oversee the outreach to the other tenants in our buildings and on campus.
  • Manage the outreach to police and related services to form the report.
  • Maintain the daily Crime Log for the University.

Background/Expertise:
  • Master's degree required. Advanced degree in a related field (student affairs, public health, gender studies, human resources, law, law, multicultural affairs, compliance, criminology, social work, counseling, psychology, higher education administration) strongly preferred
  • A minimum of five (5) years of progressive leadership relating to Title IX and Civil Rights, preferably in a higher education setting.
  • A minimum of five (5) years of progressive leadership in Higher Education, preferably in Student Affairs
  • Title IX and ADA compliance certification must be obtained by the end of the first year and maintained throughout employment.
  • Demonstrated knowledge of current and ongoing federal, state, and local civil rights laws and guidelines relating to for-profit and private institutions.
  • Knowledge of learning theories and strategies is effective with students in need of differentiated learning techniques.
  • Knowledge and understanding of academic cultures, rules, and regulations, including knowledge of the Family Educational Rights and Privacy Act (FERPA).
  • Must have an awareness of disability issues to serve as an advocate for students with disabilities and promote equal opportunity.
  • The ability to prioritize big-picture ideas and execute them into tangible actions. Progressive understanding of building and maintaining professional relationships and incorporating best practices in partnership strategies.
  • Experience in interpreting and applying Title IX, Section 504, and the ADA in a higher education setting is preferred.
  • Professional experience in identifying, developing, and nurturing partnerships or alliances.
  • Track record of collaborative partnership amongst university academic departments and executive leadership.
  • Must possess the ability to understand and apply all university and system policies and procedures.
  • Must demonstrate good self-management, communication, and problem-solving in interactions with students and university personnel.
  • Ability to manage and deliver services to students with disabilities.
  • Ability to provide learning support to students, especially in communication and study strategies.
  • Ability to demonstrate excellent communication skills, both verbally and in writing; excellent interpersonal skills.
  • Excellent interpersonal skills, strong professional presence, effective communication, and presentation skills.
  • Sound problem-solving abilities, quantitative aptitude, and strategic thinking. Ability to drive change and impact.
  • Intermediate to advanced MS Office computer skills.
