PRIMARY FUNCTION/RESPONSIBILTY

The Director of Intake and Placement will be responsible for providing regular administrative and supervision, support, and oversite for the Belong Intake team. The position leads a team seeking placement for youth in care by providing referral information, assessing needs, and coordinating placement services for children, youth, and network providers. The Director ensures a strong partnership with the provider network. The Director is responsible for ensuring services meet children, youth, and network provider needs, are cost effective, and follow all compliance outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Leads, develops, and coaches staff, demonstrating excellent people and leadership skills, ensuring strong team capabilities and service delivery.
  • Manages the day-to-day operation of the Intake Program; provides operational direction and monitoring to ensure appropriate and timely communication and decision making.
  • Plans and organizes the daily operations of the department by establishing systems, protocols, and procedures that facilitate quality and efficient service delivery.
  • Selects, manages, and develops staff through review of performance data, conferences, training, and performance appraisals.
  • Plans, promotes, and encourages the professional growth and development of management and service delivery personnel.
  • Works effectively with staff, community groups, other agencies, media, and local and state government officials.
  • Works collaboratively with the provider network to build exceptionally strong partnerships to successfully place youth in care.
  • Works collaboratively with other agency departments daily to support and find solutions to workflows. Assists with special projects within the department and across the agency.
  • Addresses and attempts to resolve client, community, and staff concerns and issues regarding individual cases and operating procedures.
  • Provides consultation as needed and participates in interdisciplinary coordination with other teams.
  • Collects data necessary to meet funding requirements and statistical reporting.
  • Reviews records for quality assurance compliance and program-specific documentation standards.
  • Participates in development and dissemination of new program initiatives.
  • Facilitates weekly team meetings and participates in program and staff meetings.
  • Ensures compliance with PQI standards.
  • Performs other related duties as assigned.

Knowledgeable/Skills
Knowledge of program planning and implementation.
Knowledge of TDFPS policies, procedures, and regulations.
Knowledge of Centralized Placement Unit/Intake & Placement workflows.
Skill in establishing and maintaining exceptional working relationships.
Skill in effective verbal and written communication.
Ability to gather, assemble, correlate, and analyze facts.
Ability to prepare clear and concise reports.
Ability to develop and analyze special projects.
Ability to supervise the work of others.
Ability to travel locally and within the regions.

QUALIFICATIONS

Required:
  • Bachelor's Degree from accredited college or university in Child Welfare or related field.
  • Exceptional written and verbal communication skills.
  • 5 years supervisory experience.
  • Experience interpreting contracts, conducting audits/oversights.
  • Current or previous work with children and youth in TDFPS care.

Preferred:
  • Master's Degree from accredited college or university in Child Welfare or related field.
  • Experience with a child placing unit or related position.
  • 5 years supervisory experience in the child welfare field.

Certifications/Licenses/Registrations:
  • Valid Texas Driver's License, good driving record, ability to provide own transportation and proof of current automobile insurance.
  • Trainings/Licensure/Certifications as required by SJRC Texas/Belong.

PHYSICAL/MENTAL REQUIREMENTS
  • Body mobility to stoop, kneel, bend, reach, walk and walk briskly to interact with and monitor children.
  • Stamina to work long days and drive long distances.
  • Light to moderate lifting up to 60 pounds.
  • Communicate both verbally and in writing.
  • Give and receive verbal and written instructions (with or without hearing aids).
  • Read fine print, have sustained vision and peripheral vision (with or without glasses).
  • Dexterity to remain calm and adapt to fast paced and emotional environments consisting of children with moderate to severe emotional and psychological needs.
  • Settings with varying moderate to high degrees of background noise.
  • Light and ventilation found in typical setting.
  • Campuses are smoke-free, except on permitted campuses in designated areas.
  • Possible injury when lifting or moving (child or objects) if employee fails to use proper body mechanics, or if proper techniques are not used when the use of SAMA restraint techniques are required.
