The North Carolina State Lottery Commission is looking for an experienced senior leader to develop, implement, and manage a licensing and compliance program for sports betting and any future gaming approved by the General Assembly or Commission. This role will be responsible for leading the agency's licensing and compliance efforts. Successful candidates will have demonstrated experience managing a licensing and compliance program known for adherence to applicable laws, regulations, and guidelines. Responsibilities:
- Manage the licensing and compliance team and oversee the processing of all applications, renewals, and review of statutory filings required by the North Carolina State Lottery Commission. Monitor and evaluate the performance of direct reports, prepare performance appraisals, coordinate goal setting, and recommend corrective action where necessary to facilitate improved performance goals.
- Develop, implement, and maintain licensing and compliance policies, procedures, and practices to review and approve gaming applicants and foster compliance that align with Commission rules.
- Oversee the background investigation and evaluation of all gaming applicants and key persons to ensure candidates meet eligibility requirements.
- Proactively monitor licensee compliance; establish clear compliance schedules, guidance, and messaging to licensees to encourage timely compliance with the law and Commission regulations.
- Effectively communicate licensing and compliance expectations to prospective applicants and licensees. Provide detailed guidance and instruction, answer inquiries, and coordinate consultations, where needed. Draft and maintain technical bulletins for applicants and licensees.
- Make recommendations for corrective or disciplinary action or provide investigatory support when licensees are not in compliance or when an investigation or audit may be necessary.
- Testify in administrative and judicial hearings, when necessary.
- Manage subject matter advisors, assigning them work related to their area of expertise and empowering them to consult and work collaboratively with other departments of the Regulated Gaming Division to ensure the development and execution of informed and tailored regulatory programs.
Requirements:
- At least five years of supervisory experience in progressively responsible licensing or compliance operations. Experience with North Carolina licensing or licensing in the gaming industry a plus.
- Bachelor's Degree from an accredited 4-year college or university in Business Administration, or related field.
- Experience in investigation, finance, accounting, law enforcement, law or gaming is a plus.
- Demonstrated ability to build effective working relationships with diverse groups of people, including gaming licensees, executive management, and other government and regulatory entities.
- Ability to clearly document findings and management reports, and to make logical and sound decisions in critical, complex, and changing situations.
- Ability to take initiative, strong project and time management skills and the ability learn new topics quickly.
- Excellent analytical, organizational, problem-solving skills, and attention to detail. Ability to work in a fast-paced environment to support a rapidly growing department.
- Professional background demonstrating a track record of integrity and ethical business behavior, consistent with the agency's values and mission.
- Able to work with confidential information and exercise sound judgment.
- Ability to prepare and present reports to executive leadership, governing bodies, stakeholders, or regulatory agencies.
- Ability to advise leadership and lead teams in the development and implementation of long-term regulatory or compliance initiatives or systems in a highly regulated field.
- Excellent writing, verbal, and interpersonal communication skills, including the ability to distill and present complex information plainly and succinctly.
- Advanced technical skills in MS Office Suite (PowerPoint, Word, Excel, and SharePoint) and the ability to learn appropriate software as necessary. Experience with database and reporting software preferred.

- This position works onsite 3 days/week. Must reside in Raleigh/Durham area.
