- Position Summary : The Director of Maintenance is responsible for overseeing and directing all facility, maintenance and grounds operations, preparing the annual budget and implementing adequate controls to monitor expenditures and prepares efficiency and cost benefit analysis to ensure services are provided in the most efficient and cost-effective manner. The Director of Maintenance ensures that staff members are aligned with the district's mission and vision and staff are working together to successfully achieve strategic objectives.
- Essential Functions:
1. Provides the leadership, management and vision necessary to ensure proper organizational controls, reporting procedures and personnel in place to effectively deliver best practice services in facility management.
2. Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities. Accomplishes staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; conducting training; implementing enforcing systems, policies, and procedures.
3. Develops and oversees the safe upkeep of existing facilities and establish priorities based off budgets, operations, programs and maintenance goals. Ensures commitment to and compliance of applicable federal, state and local laws and regulations. Oversees the development and implementation of policies and procedures concerning maintenance and facility operations.
4. Coordinates, prioritizes, schedules and supervises capital and maintenance projects across the district.
5. Administers an effective, district-wide Preventative Maintenance (PM) program for facility systems and equipment, reviews work orders and manages system.
6. Directs organization's Energy Management System (EMS). Advises on or sets energy goals, monitors progress, and communicates performance to achieve energy and cost savings.
7. Plans, develops, and implements new methods and procedures designed to improve operations, minimize operating costs, and effect greater utilization of labor and materials.
8. Oversees the district's vehicle fleet and updates the age and obsolesce plan on an annual basis.
9. Performs inspections and continuous improvement reviews of school buildings, grounds and operations to determine needed repairs, maintenance and opportunities for improvement.
10. Manages and directs calls for after-hour emergencies and responsibilities.
11. Works with the Chief Operations Officer to form departmental goals and objectives, prepare department operating budget forecasts including annual facility operations, maintenance and repair, deferred maintenance, utility, and equipment replacement.
12. Assists in the evaluation of project plans, blueprints, specifications and cost estimates to inform decisions.
13. Develops, communicates and enforces standards, policies and procedures related to planning, operation, environmental, maintenance and repair of buildings and grounds. Provides quality service by enforcing quality and customer service standards.
14. Oversees the selection, management, and budget of contracted maintenance services which include elevator, fire alarm, safety & security, and snow removal among others. Ensures high standards of quality and reliability are being delivered.
15. Participates in meetings, workshops and seminars for conveying and/or gathering information required to perform functions.
16. Coordinates with Chief Operations Officer in determining when to open and close schools based on the conditions of grounds and buildings following and during emergency situations.
17. Collects data and updates the district's long-range facilities master plan annually and participates on a variety of committees as requested to support effective and efficient district operations.
18. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
19. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses.
20. Perform other duties as assigned that support the overall objective of the position and actively supports the RUSD Strategic Plan.
Supervision Received : Receives general direction from the Chief Operations Officer exercising a wide latitude in determining objectives and approaches to critical assignments. Works from broad policies, the district's strategic plan and the district's long-range facility master plan, works independently, plans and arranges own work schedule.
Supervision Exercised: Responsible for the supervision of Department of Maintenance staff including but not limited to assigning duties; outlining work methods; directing work in process; reviewing completed work; approving work and budget expenditures; making hiring recommendations; conducting employee evaluations and providing ongoing formative feedback; taking or recommend disciplinary action.

Education and Experience:
1. Bachelor's Degree in Engineering, Architecture, Facility Management or a related degree from an accredited college or university.
2. Ten (10) years' of experience of high level facilities/construction management and operations practices in a school district or related setting.
3. A minimum of eight (8) years' of supervisory/evaluation experience.
4. Equivalent combinations of education and experience may be considered.
Licenses and Certifications:
1. Must possess and maintain a valid WI Driver's License along with a good driving record. A good driving record is defined as zero moving violations (points) within the past 12 months.
2. Must maintain availability of a properly insured personal vehicle always.
3. Asbestos Hazards Emergency Response Act (AHERA) Certification training in Asbestos Inspections, Management Planning and Project Supervision within 12 months of employment .
4. Lead Supervisor license within 12 months of employment
5. Blood Borne Pathogen and other RUSD required safety training within 12 months of employment.

Work Environment :
1. Busy work environment with multiple priorities and frequent interruptions. Work includes a commitment to irregular working hours, when needed.
2. Position requires the availability for flexible shifts and additional hours as necessary.
3. An inherent condition of this position requires that the incumbent be on-call 24 hours a day, seven days a week; first responder for district emergencies.
4. Hearing and speaking to exchange information in person or on the telephone; seeing to read a variety of documents; sitting for extended periods of time; walking; dexterity of hands and fingers to operate office equipment; intermittent bending, stooping or reaching overhead to retrieve or store materials; driving a vehicle to conduct business activities.
5. Primarily an indoor work environment, but frequent travel between district sites is required with occasional out of town travel, with potential exposure to materials and construction equipment.
6. Job duties may require working outdoors in adverse weather conditions.
7. Employee must carry district provided cell phone in the execution of their job duties.
Physical Demands:
1. While performing the duties of this job, the employee is regularly required to perform using a full range of motions including standing, sitting, talking, hearing, and using hands and fingers to operate a computer and job-related equipment, intermittent bending, stooping, kneeling, squatting, crawling and reaching to execute job duties.
2. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds.
3. Ascending or descending ladders, scaffolding, ropes, poles and the like using feet/legs and/or hands/arms.
4. Clarity of vision at approximately 20 inches or less to 20 feet or more. This is not just the ability to see a person or object, but the ability to recognize features as well.
