The Department of Junior Reserve Officers' Training Corps (JROTC) strives to be the national model of Junior ROTC programs by developing responsible cadet-leaders of character through high-quality instruction and enrichment opportunities that enable the development of life skills, aspiration, and expectation to be college and career ready. The Department of JROTC oversees the operations of multiple Department of Defense JROTC units in Chicago Public Schools and traditional JROTC programs.
Job Summary:
Under the direction of the Chief of College and Career Success and reporting to the Executive Director (ED) of JROTC, the Director of Military Instruction (DMI) is responsible for the management of the daily activities of the district's JROTC programs and functions, and adherence to the Military Model. The DMI will organize, develop, administer, and oversee all JROTC programs and operations, including curriculum, co-curricular activities, coordination, and implementation of quality educational and instructional activities designed to improve student achievement levels. The DMI will support the ED of JROTC in managing the budget and logistical requirements. The DMI represents the Chicago Public Schools as the military liaison with the Department of Defense and all US military commands, services, and departments - both federally and locally. This role will interface with the Mayor's Department of Cultural Affairs and Special Events; the US Department of Veterans Affairs; the Illinois Department of Veterans Affairs; the Civilian Aide to the Secretary of the Army (CASA) for Illinois; veteran service organizations; the Pritzker Military Foundation; the McCormick Foundation; the Armed Forces Council of Chicago; and the Union League Club of Chicago. As the CPS military expert, the DMI will provide direct advice and counsel on all JROTC and general military issues to CPS Leadership including, but not limited to, the CEO, CEdO, Chief of Staff, and Chief Talent Officer. This role will manage three direct reports. On behalf of the district, the DMI shall ensure that through proper instruction and supervision, the JROTC program is administered according to law, regulation, policy, and principles. This is a full-time exempt position that will be paid for time worked on a salary basis.
This Job will be held accountable for the following responsibilities:
Represent the school district in matters related to the Department of the Army and JROTC, as required. Gather and provide data that supports the viability of the JROTC program within the District. Serve as a strong advocate for JROTC at the state and national levels. Ensure adherence to the military regulations.
Supervise, develop, and manage the performance of a team of direct reports.
Recruit, recommend, and oversee the hiring of JROTC instructors. Participate in the interview process for JROTC instructor and military property coordinator applicants. Vet all instructor/MPC candidates before extending offers of employment. Ensure instructors are properly slotted for cost-share.
Develop an order-of-merit list for attending professional development courses ensure instructors attend required Service Branch training, and comply with district training in the curriculum administration. Ensure that instructors meet course prerequisites before attendance.
Ensure instructors meet all training requirements for CPS and respective Services.
Establish initial and semi-annual performance counseling sessions for instructors.
Assess the instructional performance of at least one instructor per school each year using the JROTC Coaching Rubric or district observation tool. Conduct school visits to evaluate instruction and co-curricular activities, and provide regulatory compliance.
Collaborate with USA Cadet Command Public Affairs Office to release JROTC news items.
Organize, coordinate, and direct JROTC co-curricular activities in the district.
Confer with school administrators regarding the effectiveness of JROTC.
Develop and maintain a consolidated supply operation for Army JROTC units in the district, accounting for all government property issued to the units.
Manage probationary recommendations and files; monitor disestablishment procedures, and requisition curriculum materials for existing and newly established units as necessary.
Conduct research, evaluation, and follow-up studies to emphasize areas of success and determine opportunities for improvement.
Enforce contractual agreements between the District and the Army. Ensure schools support college credit available to Cadets, honors credit, credit other than elective, and all advanced credit opportunities, to the extent possible.
Monitor JROTC program staffing to support enrollment and achieve optimum manpower and funding.
Provide school administrators and JROTC programs guidance before and after accreditation and assistance visits. Ensure instructors include Cadets in preparing for accreditation visits and are involved in the after-action evaluation of the visit results from program accreditations
Support the ED of JROTC in the management of the JROTC budget and logistics, including transportation requests, pay reimbursements, and budget preparation. Ensure SAIs have visibility of the budget and receive their share of funds.
Establish, instill, and enforce JROTC standards and model an example of continuous development.
Plan and conduct department meetings, in-service training, and professional development workshops related to JROTC curriculum and district policies. Establish a plan of training for instructors who are unable to attend annual Brigade instructor training.
Mentor, monitor, and counsel all district instructors and assist them in developing the necessary skills to maintain required educational credentials and to become distinguished instructors. Ensure Military Instructors receive feedback and reinforcement to continually improve teaching skills and maintain credentials.
Maintain engagement with the school community by attending social events, athletic contests, Local School Council, Board of Governors, and faculty meetings. Visit schools in the district on a monthly basis and provide guidance as needed.
Establish and maintain the Service's Annual Inspections.

Education Required:
Bachelor's degree from an accredited college or university
JROTC certification
Master's degree preferred
Experience Required:
Include minimum required years of experience as well as preferred.
Rank of Lieutenant Colonel or higher
Retired from the Army
Minimum of twenty (20) years of military experience
Knowledge, Skills, and Abilities:
Ability to articulate a vision, set high standards, and effectively guide schools and principals in the realization of expectations set
Expertise in leadership development and instructional leadership. Ability to coach directors and managers toward excellence, build the capacity of content area teams, and develop meaningful and high-impact professional communities for teachers and school leaders
Strong communication skills (speaking - including presentations - listening, and writing)
Demonstrate high levels of instructional expertise, integrity, honesty, credibility, and the courage to make difficult yet necessary decisions

Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
