Job Description

PURPOSE OF POSITION:

Under the general direction of the Deputy Chief Nursing Officer, Behavioral Health Nursing, assumes 24-hour responsibility of CAPIS Units, CPEP and Adult Inpatient Unit as assigned. Directs and plans the activities of Performance Improvement of nursing in Behavioral Health that means the criteria established and approved by the governing authority of the hospital. The scope of responsibility includes administrative and clinical supervision of nursing and clerical staff.

I. ACTIVITIESASSOCIATEDWITHCLINICALNURSINGCARESUPERVISIONAND STAFFDEVELOPMENT
  • Collaborates with the Deputy Chief Nursing Officer (DCNO), BH, and other discipline heads in the determination, implementation and evaluation of conditions and resources for the psychiatric inpatient division and/or assigned unit.
  • Under the direction of the DCNO, identifies and directs a system of clinical and administrative supervision and evaluation of nursing staff.
  • Participates in direct nursing care activities and serve as a "Mentor and Role Model" and for teach purposes.
  • In collaboration with the Educators, develops documentation tools that meet regulatory standards and billing requirements.
  • Assesses and monitors the quality of care provided by all nursing staff in conjunction with the Assistant Directors of Nursing.
  • Collaborates with Educators in planning, implementing and evaluating staff education program including orientation of new personnel and staff attendance at mandatory class.
  • Provides learning experiences to staff through formal and informal teaching and by demonstrating excellence in nursing practice and encouraging attendance at appropriate outside seminars.
  • Assists in scheduling and leading staff meetings on a regular basis.
  • Motivates staff to reach a consistently high level of performance by initiating measures to promote morale and providing encouragement and recognition.
  • Assists the DCNO in formulation of nursing philosophy, goals and standard of nursing practices for the psychiatric nursing services.
  • Assists the DCNO in formulating objectives with nursing staff and other members of the healthcare team to improve patient care.
  • Reviews, records and/or develops nursing documentation tools.
  • Participates in the development of standard of care.
  • Develops and implements patient educational tools and activities.
  • Demonstrates evidence-based knowledge of growth and development, theories of human behavior, psychopathology and current psychiatric nursing concepts and principles.
  • Conducts unit rounds in participation with Assistant Director of Nursing and Head Nurses.

  • II. ADMINISTRATIVE ATIVITIES ASSOCIATED WITH NURSING AND CLERICAL ACCOUNTABILITY ANO RESPONSIBILITY ANO INTERDEPARTMENTAL COORDINATION
  • Participates In the determination and Implementation of conditions and resources essential to the functioning of the behavioral health program.
  • Assists the DNCO of Nursing in developing and implements a staffing plan for inpatient nursing staff based on staffing formula workload, overall acuity and budgetary requirements.
  • Assist in the budgetary process by planning, obtaining and allocating resources, as well as, monitoring their utilization.
  • Enhances revenue capability of inpatient through effective management of patient flow, services and costs associated with delivery such as services.
  • Develops and implements new procedures/techniques to accommodate special needs of patients, as well as infection control and life safety issues.
  • Assists AND/Managers to interview, select, assign and evaluate new nursing personnel.
  • Initiate and follows through disciplinary action and proceedings in accordance with established guidelines.
  • Ensures that the physical environment is maintained including housekeeping services, maintenance and etc.
  • Submits ongoing, timely, reports to include plans, progress, accomplishments and problems.
  • Provides direct liaison to CPEP, KCHC medical units, hospital police policy and other departments as required.
  • Assists in the development, review and update of BH Nursing policy and procedures.
  • Attend meetings as required and assigned.
  • Cognizant of language and interpretation services. Accesses and documents utilization of such services in accordance with policy and procedures.

  • III. EDUCATIONALACTIVITIESASSOCIATEDWITHSELFPROFESSIONALDEVELOPMENTS
  • Attends early mandatory classes.
  • Identifies learning/development needs and plans through formal and informal means to meet them.
  • Demonstrates commitment to continuing professional development through participation in committee work, staff development, continuing education programs, and professional organizations.
  • Serves in nursing services and interdisciplinary committees.
  • Collaborates with ADNs and Educators in the evaluation of new personnel.
  • Provides learning experiences for staff to improve competence through formal teaching and small group conferences.
  • Collaborates with the assigned staff education liaison for the provision of educational programs.
  • Participates in periodic assessment of staff competence in managing medical emergencies.
  • Attends at least one Continuing Education Seminar Yearly.
  • Encourages ongoing staff development by identifying and informing regarding continuing education materials/seminars.

  • IV. LIFESAFETYMAINTENACEACTIVITIES
  • Certification in Basic Cardiac Life Support.
  • Demonstrates understanding of emergency procedures; Code 66 and code 99, Fire and Evacuation Procedures, Internal/External Disaster plans and procedures.
  • Implements infection control policies and procedures.
  • Implements hospital's policy on National Patient Safety Goals.

  • V. CONSULTATION
  • Attends interdisciplinary meetings.
  • Collaborates with other disciplines in planning and implementing staff education activities within the service.
  • Annually reviews, revises, and or develops specialty policies and procedures in collaboration with Assistant Directors of Nursing with input from staff.
  • Functions as a resource for patient classification and continuous quality improvement.
  • Participates in the selection and placement of new nursing personnel.

  • VI. RESEARCH
  • Evaluates specialty products and equipment.
  • In conjunction with Assistant Directors of Nursing, disseminates information to staff about current specialty research/practice.
  • In conjunction with Educators and Assistant Directors of Nursing, participates in the implementation of research studies through in-service protocols.

  • VII. QUALITYMANAGEMENT
  • Identifies area in need of improvement, education and involvement.
  • Provides assistance/guidance to the Assistant Directors in Nursing in preparing the quality-of-care reports for departmental and nursing quality management meetings.
  • Monitors and evaluates quality assurance and improvement activities.
  • In conjunction with Assistant Director of Nurses, coordinates reporting of medications errors, fall occurrences and other nursing QA reports.

    • Fosters the foundation of collaboration among staff and supports a shared-governance environment
    • Encourages and accommodates the participation of staff in shared-governance committees.
    • Actively engages staff for discussion and inputs relate to resource allocation and cost management
    • Supports staff during times of organizational change or change in leadership
    • Continuously strive to increase core knowledge and role competency through leadership development activities (provide documentation of educational activities attended from previous year)
    • Includes and discusses in-house nursing quality indicator outcomes/reports in staff meetings (part of meeting agenda) with strategies to improve such outcomes (provide documentation)
    • Reviews quarterly NDNQI clinical reports with staff, identifies indicators needing improvement and develops strategies to improve such indicators (provide documentation)
    • Knowledgeable with the six (6) Pathway to Excellence standards and the different elements of performance under each standard
    • Participates in peer-to-peer performance feedback/review and uses this feedback (and that of staff's) as opportunities for improvement
    • Uses mistakes as learning opportunities, not criticism
    • Promotes a culture of day-to-day recognition and creates an environment where everyone understands the value of recognizing each other on any given day (for both big and small contributions)
    • Listens and supports staff in decision-making even if the conflict is with a physician
    • Includes Pathway as a standing agenda in all huddles and staff meetings


    Minimum Qualifications
    1. Licensed and currently registered to practice as a Professional Nurse in New York State; and,
    2. A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,
    3. A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
