Qualifications:
  • Master's degree from an accredited college or university in the discipline of public administration, business administration, human resource management or Master's Degree in Educational Administration Required
  • Education Leadership and/or Administration Certification Preferred
  • A minimum of three (3) years successful experience in public administration, business administration, human resource management or school administration required
  • Valid Alabama Driver's License
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable

  • FLSA Status: Exempt

    Supervisor: Superintendent or Designee

    Background Check Required: (Ala. Code 16-22A-5) Upon offer of employment, employees will be required to submit legible fingerprints for a background review by the Alabama Bureau of Investigation and the Federal Bureau of Investigation. Background checks may not be more than ten (10) years old.

    Required Knowledge, Skills and Abilities:
  • Knowledge of personnel and employee laws, procedures, policies, rules and regulations.
  • Ability to exercise objective professional judgment.
  • Skills in public relations and problem solving.
  • Strong organizational, communication and interpersonal skills.
  • Skills in recruitment, selection, assignment and evaluation of personnel.
  • Maintain membership and participate in professional Personnel/ HR organizations such as CLAS, AASPA, and AASBO.
  • Physical mobility and visual acuity to investigate personnel problems at on-site work locations.

  • Essential Functions:
  • Planning, developing, directing and evaluating the operations of the Personnel Department.
  • Provide support and assistance in interpreting policies and procedures and guide directors, coordinators, administrators and other employees of grievances and act as a liaison to outside organizations and agencies involving personnel matters.
  • Oversees the district hiring procedures including interviewing, applicant qualifications, certifications, background investigations and reference checks.
  • Mediates conflicts between employees and supervisors. May assist in facilitating grievance and dispute resolutions process to effect equitable solutions.
  • Oversees as well as coordinate or provide assistance with system investigations, and prepare written reports of findings.
  • Determines the HR training needs throughout the district; develops and plans training programs to meet the established needs, coordinates the implementation of on-going and special interest training programs.
  • Establishes and maintains a comprehensive, efficient, accurate and current system for employee personnel records of the school district.
  • Prepares and maintains statistical information on all personnel, and submits the

  • necessary statistical reports to the Board, State Department of Education and the Equal Employment Opportunity Commission.
  • Keeps abreast of governmental statutes, regulations and rules relating to personnel

  • administration and advises interested parties of the provisions of the law.
  • Assists with research pertaining to personnel, studies of staff characteristics, professional standards and other pertinent projects.
  • Coordinates the development and maintenance of a current policy manual for the school system and interprets existing policies and regulations to the staff.
  • Oversees the development of job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.
  • Oversees the development and maintenance of the school system's salary schedule and support staff guidelines
  • Oversees the work of the Policy Review Committee.
  • Coordinates programs of orientations and in-service education for new employees
  • Counsels with any employee who is referred by his/her supervisor and/or who voluntarily requests an appointment.
  • Receives, reviews and oversees the process of requests for transfers in accordance with Board policy.
  • Works directly with each school principal and/or supervisor on all matters relating to personnel.
  • Oversees and directs the recruitment, hiring and training of substitutes.
  • Coordinates the investigation of personnel regarding matters directly related to job performance and employment suitability.
  • Coordinates with the Board's attorney regarding matters directly related to job performance and suitability of employees.
  • Coordinates the work of the Sick Leave Bank Committees.
  • Performs other duties and assignments as assigned by Supervisor.


    • This position will be subject to the Students First Act of 2011. Madison City Schools reserves the right to fill this position by transfer of a qualified applicant who is already employed by Madison City Schools.
    • Under the Students First Act of 2011, no credit toward tenure or non-probationary status is earned in the initial school year of employment if the date of hire occurs after September 30.

    Expected Employment: 240 days (full year)

    Evaluation: According to established Board policies and administrative procedures and guidelines.

    Salary Range: According to Madison City Schools Salary Schedule (Salary based on employment for complete year)
