Are you the One? We are looking for a Director of Pharmacy Services, who will provide strategic, clinical, and operational leadership to the Pharmacy Division, ensuring the provision of a cost-effective and clinically sound pharmacy benefit for South Carolina's Medicaid population and is also responsible for managing the Physicians-Administered Drugs Policy.
This position reports directly to the South Carolina Department of Health and Human Services (SCDHHS) Chief Medical Officer and oversees the Office of Pharmacy Services and serves as the Agency's pharmacy expert, frequently collaborating with internal and external stakeholders.

Minimum and Additional Requirements
A bachelor's degree in pharmacy from an ACPE-accredited institution. At least eight (8) years of work experience as a registered pharmacist, with at least three (3) years of experience in an administrative or managerial capacity.
Necessary Special Requirement: Current licensure as a registered pharmacist with the South Carolina Board of Pharmacy.
Preferred Qualifications: Doctor of Pharmacy (PharmD) from an ACPE-accredited institution. A thorough understanding of the overall healthcare delivery and payment systems. Experience communicating complex concepts, both in writing and verbally.

- Manages the clinical, operational, and budgetary aspects of the Medicaid outpatient drug program, as well as the use of medications in other benefit programs offered through the South Carolina Medicaid program. Ensures that the pharmacy benefit is consistent with federal and state regulatory requirements while also being aligned with the objectives outlined by SCDHHS executive leadership. Leads the SCDHHS Pharmacy team's efforts to communicate with MCO Pharmacy Directors and coordinates with the other Agency divisions (e.g., IT, Administration, Health Programs, Eligibility, and Finance) in overseeing MCO compliance with the state directed preferred drug list (PDL) and policy and procedures regarding the Pharmacy Benefit.
- Manages the relationship of SCDHHS with the contracted Pharmacy Benefit Administrator (PBA) for fee-for-service delivery system. Oversees activities executed through the PBA (POS claims payment, prior authorization programs, DUR activities). Oversees the contractual relationship with other contractors and vendors related to pharmacy services and the outpatient covered drug program.
- Manages the clinical, operational, and budgetary aspects of the Physicians-Administered Drugs Policy. Ensures that the policy is consistent with federal and state regulatory requirements while also being aligned with the objectives outlined by SCDHHS executive leadership. Leads the SCDHHS Pharmacy team's efforts to communicate with MCO Pharmacy Directors and coordinates with the other Agency divisions (e.g., IT, Administration, Health Programs, Eligibility, and Finance) in overseeing MCO compliance with the Physicians-Administered Drugs Policy.
- Serves as the Agency's pharmacy expert, providing consultative support to other divisions and departments of SCDHHS. Provides leadership and staffing support to the South Carolina Medicaid Pharmacy and Therapeutics Committee and the Drug Utilization Review Board. Serves as the SCDHHS liaison with pharmacy trade associations, pharmacy providers, and pharmaceutical manufacturers. Maintains a focus on customer service by responding to inquiries within established timeframes.
- Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives.
- Leads or supports other projects as assigned by the CMO or Agency leadership. Assigned projects may require driving to location outside of regular office location. Continuously engages in process improvement to support Agency strategies, objectives, and initiatives.

- Additional training in pharmaceutical economics or pharmacy benefit management, as demonstrated by one of the following: (a) Master's in Health or Business Administration (MHA or MBA); (b) MS or PhD in Pharmacy Administration, Outcomes Research, Health Economics or similar field; or (c) Residency of fellowship focused on managed care pharmacy.
