Job Duties

A. Performance Management (for employees who supervise others)
Serves in a managerial/supervisory capacity and conducts performance management activities for staff
Establishes and reviews work assignments and priorities, and resolves related issues, in conjunction with program management and Human Resource staff
Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals

B. Policy Research & Analysis
Works closely with Commissioner and Deputy Commissioners to develop policy responses for matters of major policy and planning significance
Guides VDH office/district directors and staff on preparation and review of both short/long-term, as well as formal/informal, policy research and analysis assignments, and legislatively-mandated studies and reports
Supervises agency's legislative and regulatory review, development and monitoring process
Provides technical assistance and quality assurance, for agency wide planning and evaluation initiatives and reports
Serves as a resource for agency management/staff
Monitors development of public health policy proposals at federal/state levels
Monitors the work of the VDH Policy Analysis Roundtable and the VDH Public Health Academic Advisory Network

C. Strategic Planning, Accreditation & Process Improvement
Coordinates the agency's strategic planning, accreditation and process improvement functions
Ensures agency staff are appropriately trained and knowledgeable concerning policies, practices and requirements of the state planning processes
Assists with internal/external communications regarding strategic planning, accreditation and process improvement
Provides quality assurance for strategic planning documents; ensures documents are thoroughly reviewed by appropriate VDH management, staff and approved by senior management prior to being submitted to Department of Planning and Budget's website or included on Virginia Performs
Monitors the status of all pending strategic planning actions and deliverables
Monitors the status of all pending accreditation actions and deliverables

D. Intergovernmental Liaison
Serves as agency legislative liaison to General Assembly.
Serves as agency liaison to Governor's Office, Office of the Secretary of Health and Human Resources and non-governmental healthcare partners regarding major agency planning and performance issues
Coordinates preparation of talking points and background information for the Secretary and Governor, as requested
Meets with stakeholders as needed to ensure the agency is being appropriately responsive to pertinent public health issues

E. Performance Management Process
Supports and assists Senior Management with development, monitoring and reporting of agency performance measures and other key metrics
Guides executive management, office/district directors and staff on all aspects of VDH's operational performance evaluation process
Provides technical assistance and consultation to agency staff as needed, during development and management of performance measures
Ensures that agency evaluation and reporting processes are accurate, defensible and appropriate
Communicates significant issues as needed to VDH senior management
Ensures appropriate policies and procedures are in place and used appropriately
Assists with communications with legislators and legislative staff as needed

Minimum Qualifications
Considerable experience with administrative functions in large complex governmental organizations with regard to programmatic issues
Ability to work independently, manage multiple complex assignments and priorities within short time frames, and implement and monitor large scale/time sensitive projects
Demonstrated decision making skills with ability to analyze data, problems and situations and make critical policy and program decisions
Ability to develop, interpret and apply legislation, regulations, policies and procedures and knowledge of health regulatory issues
Extensive knowledge of principles and practices of public administration/management, programs and policies; operation of state government; research and statistical methods and their application; agency services and delivery techniques
Experience managing professional staff and projects and communicating effectively in writing and verbally
Experience in conducting independent research

Additional Considerations
Prior experience in a large, complex agency; experience interacting with a variety of public and advocacy groups and officials
