SUMMARY: Under limited supervision, is responsible for the daily management and oversight of all utility procurement activity, fleet maintenance, warehouse, safety and all aspects of risk management. Develops, communicates and manages policies, procedures and processes for Procurement and Risk Management. Responsible for developing and implementing procurement and safety policies and procedures that meet the organization's strategic goals and objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
  • Oversees the procurement of all supplies, services, construction, and professional and consultant service products by obtaining competitive quotes when deemed appropriate, negotiating prices and terms, and making vendor recommendations.
  • Directs and coordinates the procurement, warehousing, inventory control, and distribution of various products or other related services.
  • Oversees the sales and/or otherwise disposition of surplus supplies & equipment.
  • Oversees the writing, review, awarding, and negotiating of various contracts, including, but not limited to, the preparation of requests for qualifications or proposals, contract management, and supervision of bid opening procedures.
  • Oversees negotiation of leases with Cell Carriers/Internet providers for space on tanks and towers.
  • Oversees the daily management and long term planning activities associated with the Fleet Maintenance Department, maintenance, repair and replacement of all BJWSA vehicles and fleet equipment; trailers, forklifts, tractors, generators, excavators, pumps, small engine equipment, etc.
  • Recommends acquisition and/or revisions in insurance policies and procedures. Reviews cost benefit analysis looking at deductibles, co-insurance and limits of liability.
  • Oversees all vehicle, property, and liability insurance claims BJWSA submits and those submitted against BJWSA.
  • Maintains all vehicle, property, and liability insurance records, renewals and files. Maintains and updates companywide insurance policy schedules.
  • Ensures asset list for BJWSA's insurance coverage is maintained and recommends appropriate insurance levels for assets. Works with other departments to understand acquisition and replacement costs for assets.
  • Stays abreast of all federal, state and local safety and insurance regulations affecting BJWSA, and ensures that BJWSA policies are current and effective.
  • Works closely with the Finance department during storm/disaster recovery operations to facilitate data collection and documentation required by FEMA. Serves as the applicant agent for BJWSA when requesting FEMA assistance.
  • Oversees all aspects of the Safety Program, including developing policies and procedures.
  • Explores opportunities to enhance the safety culture by incorporating best practices.
  • Performs other duties as required within the scope of responsibility.


  • MINIMUM QUALIFICATIONS

    EDUCATION and/or EXPERIENCE: Requires a Bachelor's Degree in business administration, finance, or related field and a minimum of eight years of experience in purchasing and procurement activities with at least five years of experience at the supervisory level. Experience with public/government organization is preferred.

    CERTIFICATES, LICENSES, REGISTRATIONS: Certified Purchasing Professional (CPP), Certified Professional Purchasing Manager (CPPM), and/or Associate in Risk Management (ARM) certification preferred. Must possess a valid driver's license.

    Data Conception: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

    Interpersonal Communications: Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility. Includes the ability to receive information and instruction from supervisor, as well as to communicate such information to other personnel clearly and concisely.

    Language Ability: Requires the ability to read a variety of documents, reports, and other materials; must be able to type and/or prepare various documents and reports using the proper format, punctuation, spelling and grammar. Requires the ability to communicate with co-workers, supervisors, customers, etc. with poise, voice control, and confidence.

    Intelligence: Has the ability to apply principles of rational systems such as purchasing and procurement as well as inventory management to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.

    Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions.

    Numerical Aptitude: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and decimals; and determine time and weight.

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

    Motor Coordination: Requires the ability to coordinate hands and eyes in utilizing equipment.

    Manual Dexterity: Requires the ability to handle a variety of items, equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.

    Color Discrimination: Requires the ability to differentiate colors and shades of color.

    Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.

    Physical Communications: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.)

    Computer Proficiency:Must be proficient with computer software processing, including, but not limited to, word processing, spreadsheet, database, and general ledger applications.

    Analytical Aptitude:Requires strong analytical skills and the exercise of professional skepticism. All transactions should be analyzed with a questioning mind and a critical assessment of the accounting evidence.

    Writing Skills: Requires proficiency in written communication, particularly with regards to reporting and the documentation of business practices and procedures.

    Policy Implementation: Has a clear and comprehensive understanding of Authority policies regarding the department and Authority function. Adheres to those policies in the discharge of duties and responsibilities.

    Policy Formulation: Keeps abreast of changes in operating philosophies and policies of the Authority and continually reviews department policies in order to ensure that any changes in Authority philosophy or practice are appropriately incorporated. Also understands the relationship between operating policies and practices and department morale and performance. Works to see that established policies enhance same.
