School District Position Description

Position Title: Director of Procurement Services
Reports To: Chief Finance Officer

SUMMARY: Supervises district purchases of supplies, equipment and services within ethical and legal parameters; ensuring value received for monies spent. Provides efficient and effective purchasing and warehousing functions for the District, in accordance with the provisions of District Procurement Code and Board policies. Oversees development and implementation of new procedures/policies and the initial step of the procurement appeal process.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
  • Develops bid procedures and product specifications and supervises bid processes.
  • Develops implements, reviews district purchasing policies and procedures to include the Procurement Code, Purchasing Card program and Procurement Reviews, and authorizes all district purchase orders.
  • Maintains businesslike relationships with vendors.
  • Complies with federal and state laws governing the purchase/procurement of supplies and equipment.
  • Works with school district personnel to ascertain their product needs exemptions.
  • Arranges for various lease and maintenance agreements as required.
  • Oversees surplus property and directs sales of unneeded school property.
  • Monitors all procurement activities involving District, State and Federal funds to ensure compliance with the District's procurement code.
  • Coordinates with District-level curriculum committees to implement desired changes in areas such as instructional supplies, library books and audiovisual equipment.
  • Screens purchase requests to determine if the District complies with the Procurement Code.
  • Obtains evaluations of supplies and equipment from users throughout the District on a periodic basis.
  • Verifies the purchases from special funds, so that purchases of only approved items are made and expenditures are documented properly.
  • Consults with all salespersons or company representatives who call on the School District in order to obtain information concerning their products and maintain current catalogs and prices.
  • Selects the method of procurement of supplies and services in accordance with the District's Procurement Code.
  • Conducts public bid openings, ensures that bids are acceptable and performs bid analysis, as outlined in the Procurement Code, to ensure that the best interests of the District are protected.
  • Issues purchase orders in accordance with the criteria established in the district's Procurement Code and ensures that the proper controls and procedures are followed in processing orders.
  • Prepares and issues specifications for supplies and services which emphasizes function and/or performance criteria while encouraging maximum free and open competition in satisfying the District's needs.
  • The District as contracting officer, within the limits established by the Board, for the procurement of supplies and services.
  • Administers Purchasing Card programs.
  • Prepares annual reports as required by Board policies and/or external auditors to include Sole Source and Emergency procurements and the Minority Business Enterprise Utilization plan.
  • Performs other duties as may be assigned.

SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Bachelor's Degree and three to five years related experience and/or training; or equivalent combination of education and experience. Five to seven years administrative experience in purchasing supplies and equipment for a large and varied business or in school systems.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals, Ability to effectively present information and respond to questions from groups of administrators, staff, and the general public.

MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
OTHER SKILLS and ABILITIES:
Ability to perform duties with awareness of all district requirements to include the Board of Trustees and Board of Education policies. Ability to operate a personal computer and E-bid system. Ability to apply knowledge of current research and theory. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication.

The employee will occasionally lift and/or move up to 50 pounds such as boxes of materials. The employee will sometimes push/pull items such as furniture or boxes of materials.

Specific vision abilities required by this job include close vision, distance vision. Duties of the job require frequent use of a computer monitor and related equipment.
