Position Summary

Plans, directs, manages, and oversees overall operation of the County Public Works Department including engineering, stormwater, energy, roads and bridges, parks and recreation, facilities and Runyon Field Sports Complex. Renders technical direction and advice on matters of an engineering nature related to County operations including roads and bridges, building construction and other capital projects, environmental issues and ADA compliance matters. Responsibilities include strategic and technical direction of all Public Works projects and activities, budgeting and fiscal management, procurement, facility and equipment management, and supervision of division managers

What You Will Do
  • Exercises direct, first-level supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager and approving time off, and approving staff timesheets.
  • Leads, manages and act as a mentor for a diverse group of engineering, professional, technical operators, field and administrative staff in the accomplishment of wide-ranging municipal public works functions; directly supervises division managers. Travels to and from worksites and project sites regularly.
  • Oversees development of appropriate policies, procedures, and plans to ensure the successful completion of public works projects in accordance with applicable laws and regulations and maintain accurate records of project costs, revenues, and progress.
  • Addresses multiple types of public audiences and to communicate openly and directly at all levels on technical subjects and sensitive topics in a clear, objective, and persuasive manner.
  • Oversees mineral extraction, specifically gravel pits, with the ability to interpret and explain rules, regulations and operational procedures.
  • Reviews and administers energy conservation efforts, renewable energy project review and implementation and green initiatives.
  • Oversees and administers large scale recreational facilities and fosters a positive working relationship with their board of directors.
  • Participates in decisions related to overall planning, designing, and managing construction, capital improvement and general engineering projects.
  • Participates in decisions related to overall road and bridge engineering, design, construction and maintenance services.
  • Participates in decisions related to overall planning, designing and implementing all modifications and improvements to County facilities, including all modifications as they relate to ADA compliance; participates on Pueblo ADA Advisory Committee.
  • Applies intensive and diversified knowledge of civil engineering principles, management principles and project management skills in operations to further County mission and goals.
  • Oversees the preparation of applications and administers federal (such as FEMA) and state grants for capital improvement programs; ensures coordination of grant program administration with financial grant administration.

What You Have
OPTION 1:
  • Bachelor's Degree in Engineering, Construction Management, or a closely related field required
  • Master's Degree in Engineering, Construction Management, or a closely related field preferred

AND
  • Minimum seven (7) years or more of increasingly responsible Civil Engineering experience required
  • Minimum four (4) years or more of supervisory experience required

OPTION 2:
  • Master's Degree in Engineering, Construction Management, or a closely related field required

AND
  • Minimum five (5) years or more of increasingly responsible Civil Engineering experience required
  • Minimum two (2) years or more of supervisory experience required
PERFERRED QUALIFICATIONS FOR BOTH OPTIONS:
  • Minimum Three (3) years or more of management and administrative responsibility, including experience with RFP's and Grants
  • Current & Active Colorado Professional Engineer License
SPECIAL REQUIREMENTS FOR BOTH OPTIONS:
  • Valid Driver's License at the time of hire required
  • Must successfully pass background check

DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS
Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director

SICK LEAVE
Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.

VACATION LEAVE
  • Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
  • After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
  • Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.


RETIREMENT
All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.
