Description
This is highly responsible managerial work in directing the operations of the Public Works Department. The focus for this position is on the administration of the department as a whole more than the technical aspects of the work, with a strategic management/performance-based approach.
An employee in this class is responsible for planning, budgeting, coordinating and directing the design, construction and inspection of a wide variety of public works engineering projects including the development and construction of Community Investment Projects; services in right-of-way areas; sustainable infrastructure and energy conservation initiatives, measures and programs; architectural design services; the construction, repair and maintenance of streets and structures; fleet operations; stormwater management; solid waste management, recycling; beautification, and facilities management in the Public Works Department. The employee establishes department goals, objectives, performance measures and work plans, and assures successful achievement through establishment of policies and procedures and the effective utilization of personnel and material resources. The employee works under administrative direction, performing highly complex assignments requiring the exercise of extensive initiative and independent judgment.
Work in this class requires the employee to work effectively with elected and appointed officials, department directors, private consultants and contractors, other employees and the general public. Work is reviewed by the City Manager in conferences with the employee, through progress reports, and evaluation of attainment of goals and objectives.
ADA REQUIREMENTS: Individual's sensory modalities (vision and hearing) and physical capabilities (ambulation, strength, coordination, dexterity, range of motion) must be sufficient to perform the Essential Functions of the position.

- Plans, organizes, directs and coordinates the work of subordinate managerial, professional, and technical personnel engaged in design, construction and inspection of public works projects, architectural services, engineering support services including surveying and financial management, and construction, street and street lighting maintenance, building maintenance and repair environmental compliance, and other related activities.
- Directs and supervises the work of subordinate personnel in such functions as the maintenance and repair of streets, sidewalks, alleyways, storm sewers and other right-of-way related issues.
- Directs and supervises, through subordinate management personnel, the collection and disposal of solid waste material, preventive maintenance and repair of all assigned equipment and property, cart delivery and repair, bulk trash waste reduction program, recycling program, and the streets and lot clearing.
- Directs and supervises, through subordinate management personnel, the acquisition, use and maintenance of City fleet vehicles and equipment.
- Directs and supervises, through subordinate management personnel, the landscape management and beautification of the city to include, contract negotiations and management, master plans, maintenance of parks, rights-of-way, and city facilities.
- Management of The Citizens' Independent Transportation Trust(CITT) projects as assigned to include long range and 5yr comprehensive plan relevant to CITT.
- Responds to and resolve complaints and questions from the City Manager, City Council and Citizens.
- Meets with Division Managers to discuss priorities, scheduling, assignments, problems and special projects or emergencies to insure proper and prompt action is taken towards an effective resolution.
- Establishes departmental goals, objectives, performance measures and work plans; establishes operating policies, procedures, standards and regulations.
- Manages and participates in the development and administration of the Public Works Department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; recommends budget appropriations for operating programs and community investment projects to the City Manager.
- Provides professional advice to the City Commission, City Manager, department heads, subordinates, and others; makes presentations to the City Council, various committees, and others regarding community investment projects, engineering projects and issues.
- Manages the preparation of Public Works agenda items for the City Council.
- Assists in the preparation and implementation of long range planning for public works systems, infrastructure and city development needs.
- Conducts negotiations for contracts and agreements with consultants, developers, municipal service providers and other agencies; recommends acceptance and rejection of bids to the City Manager and City Council; directs and manages the work of consultants and contractors on City projects.
- Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to public works programs, policies, and procedures as appropriate.
- Represents the Public Works Department to other City departments, elected and appointed officials; outside agencies; explains and interprets Public Works Department programs, policies, and activities; negotiates and resolves sensitive, significant and controversial issues.
- Recommends, in the interest of the City, that eligible applicants be hired and that subordinate employees be transferred, suspended, promoted, terminated, reassigned or disciplined; participates in the adjustment of grievances; participates in the administration of agreements resulting from collective bargaining negotiations; acts in a confidential capacity.
- Assesses personnel training needs; plans, organizes and implements training programs to achieve maximum personnel effectiveness and to enhance subordinates' career development.
- Performs related work as required.
Minimum Qualifications
- Have graduated from an accredited college or university preferably with a Master's degree in engineering, business, or public administration.
- Have at least nine (9) years progressively responsible experience in one or a combination of the following areas: public works engineering, public works maintenance and construction, or public works project management, including at least five (5) years in an executive or highly responsible administrative capacity.
- Possess a valid Florida Driver's License.

- Comprehensive knowledge of the modern principles, techniques, and materials, equipment and best practices of municipal public works activities and construction projects.
- Extensive knowledge of modern principles and practices of public administration, including planning and organizing, personnel management, financial administration, project management and budgeting.
- Extensive knowledge of modern practices in fleet and equipment operations, solid waste management, recycling programs and building and street maintenance and repair, beautification, and Streets and Stormwater.
- Considerable knowledge of pertinent City ordinances and federal, state, and county laws relating to the planning, development, construction, inspection, and maintenance of municipal public works projects.
- Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.
- Ability to plan, organize, assign and supervise the work of a large staff of managerial, professional, technical and clerical personnel in a manner which promotes a high level of morale and goal achievement.
- Ability to prepare and present, and to direct the preparation and presentation of research studies, reports and recommendations, both orally and in writing in a clear, concise manner.
- Ability to establish and maintain effective working relationships with elected and appointed officials, private consultants and contractors, department heads, representatives of other governmental agencies, other employees, and the general public.
