Primary Health Care (PHC) was founded in 1981 by Dr. Bery Engebretsen in Des Moines, IA. Our mission has remained unchanged since that time, to provide healthcare and supportive services to all, regardless of insurance, immigration status, or ability to pay.
Based on the needs of the communities we serve, PHC offers a spectrum of medical and dental services including family practice, behavioral health, HIV care and services, and pharmacy. PHC's Homeless Support Services is the entry point for serving people experiencing homelessness in Polk County. Enabling services are available to help patients with benefits enrollment, case management, transportation, translation, and patient education. We currently have locations in Ames, Des Moines, & Marshalltown.
As a Director of Quality, you will be responsible for identifying, implementing, monitoring, and evaluating overall clinical and organizational quality at PHC. Collects and analyzes data to identify improvement opportunities, and recommends action plans to address quality concerns. Oversees PHC's participation in Iowa Health + and helps prepare PHC for success in future value-based care and alternative payment models. Demonstrates PHC's iCare values in daily work.
What You Will Do
Leads a continuous quality and performance improvement (PI) program at PHC, aligning initiatives with the strategic plan and organizational priorities/goals using process improvement models and tools. Supports a culture of change by collaborating with the Director of Clinics to integrate quality improvement into daily work at all levels of the organization. Identifies key performance measures and establishes goals for the organization; provides training, technical assistance and support to identify gaps and problem areas and to plan and sustain improvements. Develops and implements policies and procedures related to quality improvement. Leads PHC's internal Performance Improvement Committee as well as PI for the Board of Directors. Develops the annual performance improvement evaluation for PHC. Reports on process improvement and quality to relevant stakeholders. Drives organizational strategies and activities related to Iowa Health+ participation standards, roadmap, and value-based contract performance. Participates in Iowa Health+ committees and workgroups. Establishes processes that position PHC for success in future value-based care and alternative payment methodology environments. Oversees data management and reporting, ensuring systems are in place to collect, aggregate, manage and report key clinical and operational data/metrics for use in informing decisions, developing strategies and monitors results to improve or maintain performance. Assures regulatory and other required data reporting is completed. Accountable for population health systems, strategies and activities. Oversees third party vendors that provide population health services to PHC patients. Provides leadership and direction to assigned staff. Directs, monitors, evaluates and communicates performance to direct staff; provides ongoing feedback and guidance; works with direct staff in identifying, recruiting and orienting new employees; communicates goals; rewards and coaches employees; ensures professional development of employees to advance organization goals including unit and job orientations. Collaborates with Infection Control, Infection Prevention and Safety Director to ensure The Joint Commission standards are met across the organization. Performs other duties as assigned.

Your experience and skills determine your base pay. The hiring range for this position is typically $70,070 - $92,100 annually. Candidates with extensive work experience related to this position may be considered for additional compensation up to the pay grade maximum of $111,930 annually. Qualifications You Need to Bring
Required:
- Bachelor's degree in health, business or related field or equivalent combination of education and experience.
- A minimum of 5 years related experience.
- Leadership and team management experience.
- Experience with process improvement in a healthcare environment.
- Leadership skills with ability to guide others toward a common goal.
- Analytical with ability to produce, interpret, monitor and apply information and data.
- Detail oriented with organization and time management skills.
- Outstanding communication skills, verbal and written.
- Excellent interpersonal skills with ability to build effective work relationships.
- Excellent problem solving and conflict resolution skills.
- Proficiency with Microsoft Office programs, including word processing, spreadsheets, and databases.
- Consistently demonstrates professionalism during all situations.
- Adheres to the values of integrity, compassion, access, respect, and excellence in carrying out work duties.
Preferred:
- Master's Degree in a related field.
- Licenses and Certifications: Currently licensed as a MD, DO, ARNP, PA, or RN.
- Experience in a community health center, population health, or value-based care contracting
- Experience working with patient registry and electronic medical records.
- Licenses/Certifications: LEAN or equivalent performance improvement certification.

Candidates with extensive work experience related to this position may be considered for additional compensation up to the pay grade maximum of $111,930 annually.
