Position Purpose:
The Director of Recuperative Care Programs is responsible for the overall strategic, operational, clinical, and financial oversight of all Recuperative Care Center (RCC) sites. This role ensures the effective integration of medical, behavioral health, case management, and supportive services to provide high-quality, patient-centered care. The RCC Director will lead program development, compliance, budgeting, and staff management while fostering a collaborative environment across all RCC locations.
JWCH Institute, Inc., a Federally Qualified Health Center (FQHC), is a leading provider of homeless health and supportive services in Los Angeles County. Through partnerships with the County of Los Angeles Department of Health Services, Housing for Health (HFH) Division, and other key stakeholders, RCC programs provide recuperative care, intensive case management, and wraparound services to unhoused individuals recovering from medical conditions.
Principal Responsibilities:
Provide overall leadership, direction, and coordination of operations across all RCC sites. Develop and implement policies, procedures, and best practices to ensure consistency, efficiency, and quality of care across programs. Oversee compliance with DHS, State, and Federal regulations, ensuring contract obligations, financial targets, and program goals are met. Supervise and provide guidance to RCC Program Directors at each site, ensuring alignment with organizational objectives. Conduct regular site visits and meetings with program leadership to assess performance, address challenges, and identify opportunities for improvement. Ensure the implementation of harm reduction, trauma-informed care, and de-escalation techniques within all RCCs. Develop and manage budgets for all RCC programs, ensuring financial sustainability. Monitor funding utilization and financial reports, working closely with finance teams to optimize resource allocation. Collaborate with funders and agencies to maintain and expand funding opportunities. Oversee hiring, training, and performance evaluation of RCC leadership and key staff members. Ensure staff receive ongoing education in crisis intervention, harm reduction, trauma-informed care, and other relevant practices. Foster a supportive and collaborative work environment to promote staff retention and professional growth. Lead the implementation of new initiatives to enhance service delivery and patient outcomes. Monitor performance metrics, patient satisfaction surveys, and program evaluations to drive continuous improvement. Collaborate with internal and external partners to expand services and develop innovative care models. Represent JWCH and RCC programs at meetings, conferences, and collaborative initiatives. Build and maintain relationships with key stakeholders, including DHS, community organizations, and funders. Advocate for policies and programs that support the needs of individuals experiencing homelessness and improve access to care. Perform other duties as assigned.
Requirements:
Master's Degree in Public Health, Business Administration, Social Work, Healthcare Administration, or a related field. Minimum of 7 years of experience in healthcare, social services, or homeless services, with at least 5 years in a leadership role managing multi-site programs. Strong understanding of healthcare systems, behavioral health services, and housing support for unhoused populations. Experience managing large-scale budgets, grants, and contracts. Expertise in interdisciplinary team leadership, including collaboration with medical providers, behavioral health professionals, case managers, and operations staff. Demonstrated knowledge of harm reduction, trauma-informed care, and housing-first principles. Strong problem-solving and critical-thinking skills with the ability to make data-driven decisions. Excellent verbal and written communication skills. Ability to effectively engage with diverse communities and stakeholders. Valid California Driver's License and reliable transportation. Bilingual (Spanish/English) preferred.
